About imported bulk blend liquor

To blend the liquor, you imported in bulk for sales purposes you must get permissions from the Department of Agriculture, Land Reform and Rural Development (DALRRD). You can blend the imported liquor with a South African product, water or with another product from overseas.

What you should do

Blending

Contact an inspector at the office of the Directorate Inspection Services in Stellenbosch at 021 809 1660 or e-mail jeswaynen@dalrrd.gov.za and apply on a prescribed form for permission to blend.

Inspector evaluates the application, approves and/or reject, and advise the applicant.

Inspector visits premise within 72 working hours to conduct an inspection and Draw 750 ml samples of the imported liquor and any other liquor product to be added in the blend for analysis.

When the analysis is approved, the applicant certificate granting permission to blend.

Bottling

Applicant submits an application on a prescribed form for the permission to sell liquor imported in bulk after bottling. This application shall be accompanied by two (2) specimen labels to be affix on liquor product container(s).

Inspector receives application, evaluate the label(s) and advise the applicant.

Inspector visits the premise within 72 working hours to conduct inspection and draw sample(s) from each bottling lot of a blend for analysis.

Analysis and label approved, the applicant is advised and a Ppermission to sell certificate is issued.

Keeping of Records

The blender shall keep full particulars of all steps in production, blending and/or filling of liquor product(s).

The particulars shall be recorded not later than a working day following a working day on which an act took place.

The records shall be kept and maintained for a period of at least five (5) years.

How long does it take

The application takes three working days for feedback from the date the application is submitted and is received by DALRRD and eight working days where sample is drawn for analysis.

How much does it cost

The applicable tariffs for 2024/25 financial year in terms of Treasury Regulation FA 4.3.2.6 (22/23) 26.10.2021 will be implemented, please enquire at the at any Directorate Inspection services offices.
