The Railways and Harbours Service Act 28 of 1912 intends to provide:
- for the organisation and discipline of, and the payment of retiring allowances and financial benefits to persons in the employment of the Department of Railways and Harbours of the Union and
- for the confirmation of certain appointments to and removals from that department and
- for the payment of certain gratuities since the thirty-first of May, 1910, and
- for other purposes.
