About applying for a petroleum site and a retail licence

You must apply to the Department of Mineral Resources and Energy  for a site and a retail licence if you want to buy or sell petroleum products to members of the public.

Please note: A retailer is allowed to purchase petroleum products from a licensed manufacture or wholesaler only.

The licence will be valid for as long as your business operates.

What you should do

  1. Complete the form Application for site or retail licence, DMRE  39.
  2. Send the application form to the Department of Mineral Resources and Energy regional office.
  3. The Department will send you a letter stipulating that you must publish a notice of application in four newspapers.
  4. You must provide proof of the publication of the notice of application to the Department.
  5. Once you have a licence, you must submit information on your business annually using the Retail licence annual information (submission form), DMRE  33.

How long does it take

A decision must be made within 90 days from the date when the Department received proof of publication of the notice of application.

How much does it cost

  • R1 000 site licence application fee.
  • R500 retail licence application fee.
  • R500 for the retail licence annual information.
