About registering Group 1 fertilizer

To manufacture or sell a Group 1 fertilizer, you must register it with the Registrar of Act 36 of 1947. Group 1 fertilizers contain more than 100 g/kg of nitrogen (N), phosphorus (P) or potassium (K) as the main ingredients. They are also known as inorganic fertilizers.

You must have a legal office in South Africa or be a juristic person with an office in South Africa to apply for registration.

If the fertilizer you want to register has already been registered by another person, you must get written permission from that individual before registration.

You must send the fertilizer to an accredited laboratory before submitting your application. The laboratory will evaluate and test the fertilizer and give you a certificate. You must attach the certificate of analysis to your application. The Registrar will not accept your application without a certificate of analysis from an accredited laboratory.

Note: You must renew your registration every three years before 31 December.

What you should do

  1. Take the fertilizer to an accredited laboratory to get a certificate of analysis.
  2. Write a covering letter to the Registrar. Your letter must include the following information:
    • the name of the fertilizer
    • the registration number of the fertilizer if it is already registered
    • the reason for submission (e.g. you are adding another fertilizer to a registered application)
    • that you have written permission, if the fertilizer has already been registered by another person
    • that you have a certificate of analysis
    • that you have paid the full amount and the reference. This does not apply if you hand-deliver your application and pay the prescribed amount in cash at the Department of Agriculture, Forestry and Fisheries.
  3. Download and complete the application form in full, including the product and formulation details.
  4. Attach the covering letter, label of the product, Certificate of Incorporation and the laboratory certificate to your application form. Make one copy of the form.
  5. Submit the application form in duplicate (one original and one copy) with the attached documents to: The Registrar: Act 36 of 1947, Private Bag X343, Pretoria, 0001 or hand-deliver them to: The Registrar: Act 36 of 1947, Agriculture Place, 20 Steve Biko Street, Arcadia Pretoria
  6. Pay the prescribed fee. If you are posting your application, you must pay the prescribed fee by cheque or electronic fund transfer (EFT) in favour of the Director-General: Department of Agriculture, Forestry and Fisheries. If you are going to hand-deliver your application and your application fee, make sure you get a receipt of payment.
