The repealed Physical Planning Act 125 of 1991 intended:
- to promote the orderly physical development of the Republic, and
- for that purpose to provide for the division of the Republic into regions,
- for the preparation or national development plans, regional development plans, regional structure plans and urban structure plans by the varlous authorities responsible for physical planning, and
- for matters connected therewith.
