North West Legislature conducts public hearings on Administrative Adjudication of Road Traffic Offences Amendment Bill 2015 and Division of Revenue Bill 2018, 3 to 4 Apr

North West Provincial Legislature to Conduct Public hearings on Administrative Adjudication of Road Traffic Offences Amendment Bill 2015 and Division of Revenue Bill 2018

Today, 03 April 2018, the North West Provincial Legislature’s Portfolio Committee on  Public Works, Roads & Transport & Community Safety will be conducting public hearings on Administrative Adjudication of Road Traffic Offences Amendment Bill 2015 at Letsopa New Community Hall, Ottosdal; Tshing Ext.5 Hall, Ventersdorp; Utlwanang Community Hall, Christiana and Moretele Local Municipality Hall, Moretele at 17h00.

Amongst others, the Administrative Adjudication of Road Traffic Offences Amendment Bill 2015 aims to amend the Administrative Adjudication of Road Traffic Offences Act, 1998, so as to substitute and insert certain definitions; to improve the manner of serving documents to infringers; to add to the functions of the Road Traffic Infringement Authority and to repeal certain obsolete provisions. It also seeks to establish and administer rehabilitation programmes; to provide for the apportionment of penalties; to provide for the establishment of the Appeals Tribunal and matters related thereto; to effect textual corrections; and to provide for matters connected therewith.

On Wednesday, 04 April 2018, the Portfolio Committee on Premier, Finance, Economy and Enterprise Development will be conducting public hearings on Division of Revenue Bill 2018 at Tshidilamolomo Tribal Hall; Kgakala community hall in Leeudoringstad, White Hall in Brits and Vryburg Banquet hall at 17h00.

The bill aims to provide for the equitable division of revenue raised nationally among the national, provincial and local spheres of government for the 2018/19 financial year; the determination of each province’s equitable share and allocations to provinces, local government and municipalities from national government’s equitable share and the responsibilities of all three spheres pursuant to such division and allocations; and to provide for matters connected therewith.

Part of the Legislature’s mandate is to promote public participation & oversight, therefore the Bill intends to hear the voice of the community with regards to how funds should be allocated into various Government structures.
The money appropriated by the Legislature to the government departments should be spent in terms of the Public Finance Management Act No 1 of 1999.
