MEC Qedani Mahlangu reveals implementation of OSD led to over expenditure

The Gauteng Department of Health exceeded its budget allocation for year under review, this was due to the cost of implementing Occupation Specific Dispensation (OSD), revealed MEC for Health, Ms Qedani Mahlangu, on Tuesday. 

During oral questions at the legislature sitting Mahlangu stated: “The unauthorised expenditure that was incurred with regards to compensation of employees was in relation implementation of OSD, which was negotiated through the Bargaining Council to ensure the retention of qualified professionals.”  

The MEC added that Gauteng as the economic hub of the country and the continent has high immigration rate, which puts strain on Department resources. 

“Based on our country being a democratic society as  enshrined in the constitution, Health care is a right whether you are a South African citizen or not.  On that note, the province treats foreign patients daily in all the public health facilities. Under such circumstances the likelihood on curbing over expenditure on goods and services seems remote,” said Mahlangu.  

Lenasia Clinic

MEC further revealed that Lenasia Clinic in Nirvana Drive has had challenges in the 2015/16 financial year, which are being attended to.  

Two dental chairs at the clinic were fully functional, but due to low water pressure in the area, the suctions were non-functional. Mobile suction units were brought to the clinic, to continue the service, which are also non-functional currently due to low pressure.  Process to purchase replacements is currently underway.

The low water pressure is an ongoing problem in the area. A new chair was installed in July 2015. The electricity, however, trips when the chair is switched on, due to electrical infrastructure. Assessment of the electrical and replacement of the infrastructure is being planned. Department of Infrastructure Development is in the process of appointing the Contractor.
