The number of departmental officials who are doing business with the department, but have not declared is alarmingly high. There are currently 3 000 officials who are involved with one form of business or the other with department and yet have not signed any form to declare their business interest.
This kind of practice is not acceptable and as a department we need to put a stop to it. There are two policies WROPS (Remuneration for Work Outside Public Service) which was approved in February this year and the Conflict Policy which has been sent through the system, yet still our officials are not complying.
The above assessment is based on the fact that, for the 2011/12 financial year, the Auditor-General has identified close to 2 500 employees who are doing business where there is no approval that can be found in this regard.
All the above mentioned 3000 officials need to complete WROPS forms and Conflict of Interest forms as a matter of urgency. This practice of non-compliance puts the department into disrepute as it opens up the system for corrupt practices.
As a Department of Education in the province of KwaZulu-Natal, we are unwavering in our resolve to root out corruption in whatever form it manifests itself. For those officials who would be discovered to have avoided filling in these forms because the business they were doing with the department was underhanded, necessary disciplinary procedures will be meted against them.
