KZN Legislature launches new Policy Development Framework

A ground-breaking event as KZN Legislature’s Organisational Performance Unit launched a Policy Development Framework for the legislature on Friday, 21 June 2013.

Under the Leadership of its’ Manager Mr Khumalo this department has managed to introduce a policy that will govern the way the institution is run and be used as a guideline to deal with internal and external processes related to the legislature.

“Since its inception in 1994, the legislature has been developing and implementing its policies without a standardised and dedicated policy management process. The management of this legislature has since realised a need to establish a dedicated policy process to improve the quality, level of implementation and evaluation of policies of the legislature.” said Ms Nerusha Naidoo, the Secretary to the Legislature.

Naidoo also said that she calls on all employees of the legislature to ensure that they make this document a living document by both putting it into use and forwarding input to improve our policy management.

The Deputy Speaker of the KZN Legislature Hon. Mtholephi Mthimkhulu also applauded this initiative and gave thanks to the Organisational Performance Unit for producing this framework.

Mthimkhulu said that it delights them as the current leadership to have achieved such a lot during their term of office and this ground-breaking initiative will go a long way in putting this legislature amongst the best legislatures in the country if not the best.

Naidoo further said that although the major beneficiaries of this framework are the managers, it is advised that all employees of the legislature take time to read this document as it is a requirement that they make policy inputs through their managers and as a member of the organised labour formations.

There was also an exciting and informative performance by University of KwaZulu-Natal Art and Drama students explaining how the policy-making process works. According to the Programme Director of the Day Mr Sihle Duma, this is part of the KZN Legislature’s initiative to involve students so that they can see how the legislature operates while they still at tertiary.
