Feedback on the progress of the creation of the infrastructure 'crack team' in the province.

In realisation of the challenges faced by the province in the delivery of infrastructure, both social and economic, Cabinet approved the creation of a provincial infrastructure delivery 'crack team' that will assist all provincial departments and municipalities in the delivery of infrastructure.

The crack team will assist with planning, delivery and monitoring of infrastructure projects that would be identified by the respective departments/municipalities as requiring intervention.

To this end, the Provincial Treasury embarked on a competitive bidding process to source the necessary built environment expertise in the country as a means of establishing a pool of experts that will form part of the crack team.

The process evolved as follows:

  • Drafting of clear terms of reference for the work involved,
  • The publication of a tender advertisement on the public media for transparency and fairness,
  • The assessment of bids received for compliance in terms of completeness of information supplied by potential service providers,
  • Technical assessment of bid proposals by the Bid Evaluation Committee (BEC),
  • Consideration of BEC’s recommendations by the Bid Adjudication Committee (BAC),
  • Final Adjudication by the BAC,
  • Publishing the names of successful bidders on government gazette,
  • As per Supply Chain Management procedures – allowing for a five-day appeals opportunity to the unsuccessful bidders,
  • Drafting of water-tight contracts with the successful bidders to ensure that the province receives value for money.

The procurement process is now complete. All successful bidders were advertised on the 15 July 2011 in the government gazette. Unsuccessful bidders are therefore given five working days to lodge appeals if there are any. The week of 18 to 22 July is therefore provided for the appeals. This is a long but necessary process to ensure transparency, good governance, fairness, competitiveness and compliance with supply chain management prescripts.

It is envisaged that the crack team will be on the ground in two weeks from now.
