The Director-General of KwaZulu-Natal Provincial Government Nhlanhla Ngidi has assured the Premier Senzo Mchunu and his executive council that all senior managers in the provincial government will lead by example.
He was speaking today following the adoption of the resolutions of the two-day public senior management conference which was attended by Heads of Departments, Chief Financial Officers, CEOs of public entities, municipal managers and senior managers of various government departments. It was addressed by the premier and Minister of Public Service and Administration Collins Chabane.
“We appreciate the platform that was created by the premier and his executive council. The conference was characterised by honest and robust engagement. We value the guidance of the premier, the national minister and all members of the council who participated in the conference.”
“Accordingly, senior management in the Provincial Government of KwaZulu-Natal commits itself individually and as a collective to uphold the values and principles enshrined in the Constitution and by doing so will:
1. Lead by example and absolute professionalism;
2. Act decisively against any form of wrongdoing;
3. Always put people first and be responsive to the needs of all citizens of KZN;
4. Refrain from any form of political activity in the workplace;
5. Take full responsibility for maintaining productive discipline in the workplace and to take stringent yet appropriate action against any form of ill-discipline;
6. Centralise an investigation in the Office of the Premier into why presiding officers are unwilling to preside over the disciplinary hearings of their colleagues;
7. Commitment to uphold the integrity of recruitment processes to ensure and to appoint the best person for the position - surround ourselves with competence;
1. Stop cultivating a sense of entitlement amongst service providers.
2. Ensure that Performance Management System is not abused to reward mediocrity.
1. Implementing an e-Procurements System to set a pricing benchmark for the Province;
2. Commitment to utilise and pursue processes aimed on blacklisting of bad contractors;
3. Deepen understanding of the NDP and PGDP to all levels of staff to have a clear understanding of how we all can contribute to achieving the vision of our Country and Province – strengthen participation in PGDP Action Work Groups;
4. To improve IGR we need to:
a. Develop clear protocols for engagement with key National Departments; and
b. Strengthen our IGR Structures
8. Develop an integrated government calendar;
9. Introduction of standardized contracts by Provincial Treasury for utilization in all departments and maintain central register and control of contracts to eliminate double dipping by service providers;
10. Revise Performance Agreements to ensure alignment with NDP and PGDP and resubmit before 31 August 2014; and
11. To recommit to sign a Code of Conduct for Senior Officials which will be drafted by the Office of the Premier, adopted by COHOD and concluded before December 2014
