Independent Electoral Commission releases results of municipal by-elections held on 10 April 2019

During the by-elections contested yesterday in the Eastern Cape, Gauteng, KwaZulu-Natal, Mpumalanga, Northern Cape and Western Cape provinces, the African National Congress (ANC) retained seven seats and the Democratic Alliance (DA) retained five seats and won one seat from the ANC.

The new ANC councillors are:

  • Lusanda Makade in Ward 18 in Intsika Yethu Municipality – EC135. The party retained the seat it won in the 2016 Municipal Elections, with 75.67% of the votes cast compared to 83.35% in the 2016 Municipal Elections. Voter turnout yesterday was 50.93%.
  • Bheki Mgaga in Ward 50 in City of Johannesburg Municipality – JHB. The party retained the seat it won in the 2016 Municipal Elections, with 71.74% of the votes cast compared to 76.93% in the 2016 Municipal Elections. Voter turnout yesterday was 25.66%.
  • Nkosephayo God-Slove Zungu in Ward 22 in City of Johannesburg Municipality – JHB. The party retained the seat it won in the 2016 Municipal Elections, with 73.32% of the votes cast compared to 69.73% in the 2016 Municipal Elections. Voter turnout yesterday was 28.28%.
  • Manqoba Herbert Hlatshwayo in Ward 4 in Okhahlamba Municipality – KZN235. The party retained the seat it won in the 2016 Municipal Elections, with 35.03% of the votes cast compared to 52.16% in the 2016 Municipal Elections. Voter turnout yesterday was 65.69%.
  • Nkosinathi Clement Mkhwanazi in Ward 21 in Abaqulusi Municipality – KZN271. The party won the seat over the IFP from the 2016 Municipal Elections, with 49.89% of the votes cast compared to 44.87% in the 2016 Municipal Elections. Voter turnout yesterday was 59.90%.
  • Sibusiso Nicholus Dube in Ward 6 in Chief Albert Luthuli Municipality – MP301. The party retained the seat it won in the 2016 Municipal Elections, with 87.11% of the votes cast compared to 80.35% in the 2016 Municipal Elections. Voter turnout yesterday was 41.67%.
  • Zacharia Kenny Dhludhlu in Ward 13 in Msukaligwa Municipality – MP301. The party retained the seat it won in the 2016 Municipal Elections, with 61.97% of the votes cast compared to 79.35% in the 2016 Municipal Elections. Voter turnout yesterday was 33.26%.

The new DA councillors are:

  • Ricardo Llewellyn Smith in Ward 2 in Dr. Beyers Naude Municipality – EC101. The party retained the seat it won in the 2016 Municipal Elections, with 78.52% of the votes cast compared to 76.39% in the 2016 Municipal Elections. Voter turnout yesterday was 48.45%.
  • Doneven Cloete in Ward 8 in Rand West City Municipality – GT485. The party retained the seat it won in the 2016 Municipal Elections, with 50.96% of the votes cast compared to 45.85% in the 2016 Municipal Elections. Voter turnout yesterday was 32.29%.
  • Herbert Bassil Japhta in Ward 28 in Sol Plaatjie Municipality – NC091. The party retained the seat it won in the 2016 Municipal Elections, with 54.97% of the votes cast compared to 60.09% in the 2016 Municipal Elections. Voter turnout yesterday was 50.66%.
  • Zelda Julia Dalling in Ward 9 in Stellenbosch Municipality – WC024. The party retained the seat it won in the 2016 Municipal Elections, with 98.70% of the votes cast compared to 94.47% in the 2016 Municipal Elections. Voter turnout yesterday was 15.62%.
  • Gerald Leonard Boezak in Ward 4 in Hessequa Municipality – WC042. The party won the seat over the ANC from the 2016 Municipal Elections, with 54.93% of the votes cast compared to 49.03% in the 2016 Municipal Elections. Voter turnout yesterday was 67.63%.
  • Donovan Gultig in Ward 18 in George Municipality – WC044. The party retained the seat it won in the 25 April 2018 by-election, with 74.34% of the votes cast compared to 93.05% in that by-election. Voter turnout yesterday was 43.30%.
