KwaZulu-Natal (KZN) Premier Senzo Mchunu has assured the people of this province that the Office of the Premier will ensure that all government departments adopt an integrated approach to ensure speed in service delivery in the province. He was speaking in the provincial legislature during the presentation of Budget Speech for the Office of the Premier.
“With the Office of the Premier as the centre of governance, the budget that we present today of R697 159 million empowers us to drive the province, mobilise all provincial resources and gear the public service to delivering with speed on government priorities.”
“The national priorities are education, health, rural development, job creation, fighting crime and corruption. The provincial priorities are eradication of the scourge of HIV/ AIDS, eradication of slums and informal settlements, sustainable development and livelihoods for vulnerable groups and communities.”
“This is no longer the time to theorise but to implement, to this end we have demonstrated our resolve and commitment to economic growth, food security and job creation by commissioning two Labs through an Operation Phakisa approach, which will focus on Makhathini flats and poverty eradication respectively. Both these labs will start their work during this very month of August 2014 are tasked with coming out with a practical impact and out-comes based implementation plans, which will not only touch people’s lives but change them for the better.”
“In the State of the Province Address, I stated, amongst other things, that we will heighten our focus on job creation, rural development, youth development and good governance to improve service delivery.”
“We are committed to ensuring that civil servants that are at the coalface of service delivery receive adequate training. Through the Public Academy, we want to ensure that provincial departments comply with human resource and skills development legislation and prescripts. One of the key priorities will be to train 7 000 public servants.”
“During this financial year we will focus on the implementation of the Provincial Growth and Development Plan (PGDP) which is aligned to the National Growth and Development Plan. Our target as articulated through the PGDP is to create 2, 1 million jobs by 2030. Therefore, the Office of the Premier will ensure that we strengthen an institutional framework for the implementation which involves business, labour and civil society.”
“The implementation of the PGDP will involve the Planning Commission which is located in the Office of the Premier, working with the following government departments:
- Department of Economic Development, Tourism and Environmental Affairs on growing the KZN Economy and promoting the Maritime Sector and the development of the KZN Aerotropolis.
- It will also involve working with Cooperative Governance and Traditional Affairs on the formalisation of rural settlements and community service centres.
- Agriculture and Rural Development on the resolution of blockages in promoting commercial agriculture and fast tracking resolution of land reform initiatives; and working with Department of Transport and the Department of Public Works on strategic infrastructure development in the Province.
“Through the Nerve Centre which is located in the Office of the Premier we will monitor the performance of all government departments and ensure that we intervene speedily to ensure that departments moves with speed in delivering on the targets for the financial year.”
