The National Welfare Act 100 of 1978 intends:
- to provide for the establishment and constitution of a South African Welfare Council and of regional welfare boards and certain committees; and
- to define their powers and functions;
- to provide for welfare programmes and for the registration of welfare organizations; and
- to provide for incidental matters.
