The Local Government Affairs Amendment 110 of 1985 intends:
- to amend the Promotion of Local Government Affairs Act, 1983, so as to provide for the establishment of a Demarcation Board for Local Government Areas, and for the assignment of additional rights, powers, functions, duties and obligations to certain management bodies;
- to amend the Black Local Authorities Act, 1982 [repealed in February 1994], so as to further regulate the establishment of town councils and village councils; and
- to provide for incidental matters.
