The repealed Black Communities Development Act 4 of 1984 intended:

  • to provide for the purposeful development of Black communities outside the national states;
  • to amend and consolidate certain laws which apply with reference to such communities; and
  • to provide for matters connected therewith.

Commencement

  • 1 April 1984, all Sections except for Section 52 to 57 and 69(1) in so far as it relates to the repeal of Sections 6(a) to (d); Section 29 of Act 25 of 1945; Section 8 of Act 67 of 1952; Act 19 of 1954; Act 51 of 1963; Act 67 of 1964; Section of Act 29 of 1972 (Gazette 9141 of 30 March 1984)
  • 1 November 1985, Sections 52 to 54, 56 and 57; Section 69(1) in so far as it relates to the repeal of Sections 6A to 6D of Act 25 of 1945 and Act 19 of 1954 (G 9990 of 1 November 1985)
  • 1 April 1984, Section 69(1) in so far as it relates to the repeal of the Better Administration of Designated Areas Act 51 of 1963 (Gazette 10296 of 27 June 1986)
  • 1 July 1986, Section  69(1) in so far as it relates to the repeal of Section 29 of the Blacks (Urban Areas) Consolidation Act 25 of 1945 (Gazette 10296 of 27 June 1986)
  • 1 July 1986, Sections 56A(1) and 2(3)(a) (Gazette 10300 of 27 June 1986
