Honourable Premier,
Colleagues in the Executive Council,
Honourable Members of the Legislature,
Executive Mayors, Mayors and Councillors present,
Representatives of House of Traditional Leaders,
Representatives of Sport Federations as well as Arts and Culture Councils,
Management and Officials of the Department,

It is an honour and a privilege to be given the opportunity to present the 2016/2017 budget at the sitting of the legislature which takes place on the date when the results of the White-Only referendum to end Apartheid was announced in South Africa.
The vote in which those in favour of abolishing apartheid system out-numbered those opposed to the abolishment of that system. The journey of the 18th March 1992 continued to 1994, but it continued in a different angle, because in 1994 all the people of South Africa got an opportunity to decide on how their country must be ruled, unlike in 1992 when Blacks were not allowed to participate in the referendum.
