Launch: Cost of Municipal Basic Services Report

The South African Local Government Association (SALGA) and the Financial and Fiscal Commission (FFC) cordially invites members of the media to the launch of the Cost of Municipal Basic Services Report.

The funding required per poor household, whether for capital creation or operating expenditure, is sensitive to local conditions and will therefore vary from municipality to municipality. In 2013, SALGA and FFC, through a joint research project, sought to understand the underlying determinants of the costs of providing basic services in different municipalities. The primary purpose of the project was to understand the capital, operational and administrative costs of providing basic services.

The research findings highlights noteworthy policy implications and recommendations. Such are to be discussed with key stakeholders at the launch. Invited stakeholders includes Ministers of Finance, Cooperative Governance, Various Parliamentary Committees, Mayors, Members of Infrastructure and Finance Mayoral Committee, Financial and Fiscal Commissioners and Academia. Some of the findings include: Unearthing the cost of municipal service offerings given the socio – economic dynamics of municipalities.    

The Cost of Municipal Basic Services report provides a comprehensive snapshot of the cost of delivering municipal services and the emerging escalation of municipal administrative costs which will all be unpacked by various speakers at the launch.
