Public Works and Infrastructure  hands over land in Thornhill, 25 Nov  

Public Works and Infrastructure Minister Patricia de Lille and Deputy Minister Noxolo Kiviet cordially invites you to the land handover to the community of Thornhill/ Zola village in Eastern Cape which forms part of the Department’s land disposal policy. The handover ceremony will be held on 25 November 2022 in Thornhill under the Chris Hani District Municipality within the Enoch Mgijima Local Municipality.

The hand over to the community serves as compensation for land lost in the Herschell / Sterkspruit area in the Eastern Cape. The allocation of the title deeds emanates from the 1994 approval by the Minister of Regional and Land Affairs to allocate proposals by the Commission for Land Allocation for the aforementioned land parcels. Out of nine (9) properties that were identified, five (5) were under the custodianship of the National Department of Public Works and Infrastructure while four (4) were under the Department of Agriculture, Rural Development and Land Reform.   

Both Departments obtained Ministerial approval in terms of the State Land Disposal Act of 1961, and the National Treasury approval in terms of Regulation 21.3.1 to dispose these properties to the Thornhill Farms Communal Property Trust. It is in this premise that these land parcels will be transferred to the beneficiaries of the Thornhill farms to the Communal Property Trust.

The significance of the hand over resonates with the objectives of the department’s land disposal programme aimed at supporting government’s commitment to address socio-economic factors such as land reform, secured land ownership, poverty alleviation, economic freedom, empowerment of women and youth and housing for human settlements.

The handover project forms part of the collaborated effort wherein the three spheres of government consisting of key stakeholders such as Department Public Works and Infrastructure, Department of Agriculture, Rural Development and Land Reform, Eastern Cape Province and the Chris Hani District Municipality and the Enoch Mgijima Local Municipality.
