President Jacob Zuma refers back the Performing Animals Protection Bill to the National Assembly

President Jacob Zuma has referred the Performing Animals Protection Bill back to the National Assembly for reconsideration.

The President referred the Bill back to the National Assembly because in his view, the National Council of Provinces (NCOP) failed to follow the procedure outlined in section 75 (2) of the Constitution of The Republic of South Africa and Rule 61 of the NCOP’s Rules during the voting  on the Bill in May 2016.

According to section 79(1) of the Constitution, the President must assent to and sign a Bill referred to him by the National Assembly or, if he has reservations about the constitutionality of the Bill, refer it back to the National Assembly for reconsideration.
