President Jacob Zuma receives reports on SIU Investigations

President Jacob Zuma has received various reports on investigations conducted by the Special Investigating Unit following the President's directive to the Unit to investigate various allegations including, amongst others, fraud, corruption and maladministration in government departments and agencies.

The President has received the following reports from the SIU as required in terms of section 4 (1) (g) of the Special Investigating Units and Special Tribunals Act, 1996:

Eastern Cape Department of Education

During July 2010, the President issued a proclamation mandating the SIU to investigate fraud, corruption and mala-administration in connection with the affairs of the Eastern Cape Department of Education. The SIU report contains recommendations which will require further action by the relevant Executive Authority. The President has written to the Premier of Eastern Cape province to oversee the implementation of the SIU's recommendations.

Eastern Cape Department of Roads and Transport

During May 2011, the President issued a proclamation mandating the SIU to investigate, amongst others, unlawful appropriation or expenditure of public money or property, serious maladministration in connection with the affairs of the Eastern Cape Department of Roads and Transport. The SIU report contains recommendations which will require further action by the relevant Executive Authority. The President has written to the Premier of Eastern Cape province to oversee the implementation of the SIU's recommendations.

State Information Technology Agency

During September 2012, the President issued a proclamation mandating the SIU to investigate, amongst others, maladministration, irregularities relating to procurement process, unauthorised, irregular or fruitless and wasteful expenditure in connection with the affairs of the State Information Technology Agency (SETA).

The SIU report contains recommendations which will require further action by the Board of SETA and the Minister of Public Service and Administration. The President has written to Minister of Public Service and Administration to oversee the implementation of the SIU's recommendations and to report to the President the progress made in this regard.

Public Service Sector Education and Training Authority:

During November 2012, the President issued a proclamation mandating the SIU to investigate, amongst others, maladministration, irregularities relating to procurement process, unauthorised, irregular or fruitless and wasteful expenditure in connection with the affairs of the Public Service Sector Education and Training Authority (PSETA).

The SIU report contains recommendations which will require further action by the Board of PSETA and PSETA Executive Management. The President has written to the Minister of Public Service and Administration to oversee the implementation of the SIU's recommendations and to report to the President the progress made in this regard.

South African Post Office

During February and August 2014, the President issued a proclamation mandating the SIU to investigate, amongst others, irregularities and serious maladministration in connection with the affairs of the South African Post Office (SAPO). The SIU report contains recommendations which will require further action by the Board of SAPO, SAPO Executive Management and by the Minister of Telecommunications and Postal Services. The President has written to the Minister of Telecommunications and Postal Services to oversee the implementation of the SIU's recommendations and to report to the President the progress made in this regard.
