Parliament passes Appropriation Bill

Parliament yesterday concluded a marathon budget process with the passing of the Appropriation Bill.

The bill has now been sent to the President for assent.

The National Assembly passed the bill last week and it was then referred to the National Council of Provinces (NCOP) for consideration. The NCOP agreed to the Appropriation Bill during the plenary sitting of the House yesterday.

This occurred despite a walkout by some members. In keeping with the Constitution, both Houses of Parliament have passed the Appropriation Bill.

In the next two months, during recess, the NCOP will be reviewing its Rules including the integration of Members Leave Policy into the Rules. This will give Parliament significant authority in the management of Members’ absence instead of this being a matter for Parties only. The NCOP is also preparing for the 20th anniversary of the House.
