The dti’s media statement on the resignation of the NRCS CEO

The Minister of Trade and Industry, Dr Rob Davies has accepted the resignation of the National Regulator for Compulsory Specifications (NRCS) CEO, Mr Asogan Moodley, but has emphasised to both management and labour that he expects the NRCS to fully comply with their performance targets. In this regard, he has requested that the Director-General of the Department of Trade and Industry (the dti), Mr Lionel October engages with management and labour to resolve any matters. Service delivery is however non-negotiable.

The NRCS presented a clean audit and detailed plan to the Portfolio Committee on Trade and Industry on 14 September 2016. The committee was informed that the performance plan included Minister Davies’ instruction that Letters of Authority (LOAs) be issued within 120 calendar days. This plan was fully accepted by all players including the portfolio committee.

Despite media reports to the contrary, Minister Davies wishes to emphatically state that he has never issued any instruction to the CEO to withdraw any directive. This is a complete fabrication. Minister Davies simply expects management and labour to implement the targets with respect to LOAs.
