North West Treasury engages municipalities during Coronavirus COVID19 lockdown

Compliance and sound financial management in municipalities remains a priority during COVID-19 pandemic

Finance MEC Motlalepula Rosho has reiterated to municipalities that even though the country is in a declared State of Disaster by the President of the Republic, sound financial management and compliance to set out legislations remain a key priority. MEC Rosho has, supported by the Head of Department Mr. Ndlela Kunene and the Chief Director for Municipal Support, Ms. Linda Nengovhela, started engagements through virtual meetings with municipalities across the Province to address issues that are of key importance in this period.

In the meeting, municipalities are among others, expected to give indications of how they are implementing the regulations set out by the relevant departments, thereby affecting the municipal spend and budgeting processes during the National Lockdown. “With these virtual meetings, municipalities are expected to provide a clear plan and process towards compliance with the pending legislative requirements within a period of 30 days as required by Government Gazette 43181 dated 30 March 2020 issued by the Minister of Finance”, MEC Rosho said.

Rosho further stated that municipalities are expected to provide clear plans and processes towards compliance with the tabling, consideration and the adoption of the 2020-2021 Medium Term Revenue and Expenditure Framework (MTREF) budget.

Since the nationwide lockdown has been put in place, Provincial Treasury (PT) is keeping to its oversight function of ensuring compliance and sound financial management in municipalities. To help municipalities manage their functions better in this period, PT has created a template for each municipality to assess their readiness and compliance as to what is expected of them in terms of adhering to regulations that in turn does not negatively affect the delivery of essential services to the people of North West.

MEC Rosho has concluded by requesting municipalities to ensure joint implementation of all the lockdown regulations set out by the national government; support the country to flatten the curve of the COVID-19 virus, appeal to all to stay at home to save the lives of all South Africans.
