North West Legislature SCOPA to brief Local Government Department MEC over conduct of Naledi Municipal Manager

On Wednesday, 25 May 2016, the North West Provincial Legislature’s Standing Committee on Provincial Public Accounts (SCOPA) will hold an oversight meeting with the MEC for the Department of Local Government and Human Settlements, Fenny Gaolaolwe on the incident that transpired during the appearance of the Council and senior management of Naledi Local Municipality at 08h00.

The Municipal Manager, Mr Modisenyane Segapo, together with Mayor Cllr Langa Modise, the Chief Financial Officer, Mr David Thornhill and councillors of the Naledi Local Municipality had been called by the Committee to account on the Municipal Finance Management Act (MFMA) audit outcomes of the 2014/15 financial year.

According to the provincial Auditor General’s office, amongst others the municipality is struggling to pay their debtors including Eskom and most of the officials are owing the municipality a lot of money for rates and services, officials and Councillors are doing business with the municipality.

During the public hearing on the Municipal Finance Management Act audit outcomes of the financial year 2014/15 that was held on 18 May 2016 in Naledi Municipal Chamber, the Municipal Manager, Mr. Modisenyane Segapo walked out on a SCOPA meeting after being requested to produce a copy of MFMA and the Constitution.
