National Assembly Subcommittee on Rules to finalise its business in April
The Subcommittee on the Review of the National Assembly Rules met today and agreed to finalise the draft guidelines and further proposed adjustments to the rules when it reconvenes in early April.
The guidelines are necessary to supplement and implement the draft rules which have been comprehensively reviewed and which will be adopted by the House in the next few months. There are also a number of technical amendments to the rules which had been identified during the course of the review and which must still be agreed. The rules on motions to remove the President in terms of Section 89 of the Constitution must also be finalised.
Among the draft guidelines the Subcommittee is reviewing are the following:
- Guidelines for Removal of Speaker and Deputy Speaker
- Guidelines for the Appointment of Whips to Smaller Parties
- Guidelines on Notices of Motion
- Guidelines for Motions of No Confidence
- Guidelines for Questions
- Guidelines on the Dress Code (these must still be developed)
The Subcommittee will now reconvene from 5 to 8 April to finalise its recommendations to the National Assembly Rules Committee.
