Minister Senzo Mchunu announces partnerships between National School of Government And Universities

The Minister for the Public Service and Administration, Mr Senzo Mchunu, has today, 19 June 2020 announced the signing of partnership agreements between the National School of Government (The NSG) and Higher Education Institutions (HEIs) to provide management training for public servants nationwide.  

The NSG has concluded and signed partnership agreements with the following Institutions: 

  • University of the Free State
  • North West University
  • University of Fort Hare
  • University of the Western Cape
  • Tshwane University of Technology.
     

The partnership will enable the delivery of the Integrated Management Development Programme (IMDP) throughout the country. The IMDP is a comprehensive professional development framework for public sector supervisors, managers and leaders. It promotes the application of sound management and leadership principles in a context of people-oriented development and service. 

The IMDP Model comprises four management and leadership development programmes for different target groups. The programmes are; 

  • The Foundation Management Development Programme which is intended for administrators and first line supervisors.
  • The Emerging Management Development Programme which targets emerging managers who are junior managers and supervisors.
  • The Advanced Management Development Programme has been designed for middle managers and prepares them for basic challenges of senior management service.
  • The Executive Development Programme (EDP), which is intended for senior managers, the chief directors and directors who are central in strategic decision making within public service departments and public sector institutions.
     

For redress and development of a public service leadership succession pool, the Executive Development Programme is also open to members of the middle management service, preferably women and persons with disabilities. The NSG takes the lead in institutional support and monitoring implementation of the programme. 

“The partnership with the Higher Learning Institutions enables the NSG to provide the programme throughout the country which then widens the reach of the training and professional development. The partnership will greatly benefit the participants as it provides recognition of the acquired learning and opens up opportunities for further study in related fields.  The partnership will also benefit the communities that we serve because improved training for public servants means a more capable and professional public service for the public,” said Minister Mchunu.

 The 2020-2023 contractual cycle involves a combination of HEIs that have been partners with the NSG and its predecessors (PALAMA and the South African Management Development Institute) in the past. Previous delivery partners for the EMDP and AMDP included the University of Limpopo, University of Pretoria, and Stellenbosch University. For the EDP, the early delivery partners were the Nelson Mandela Metropolitan University (now Nelson Mandela University), North West University, and Vaal University of Technology.

 The prospective participants who meet the criteria as outlined in the different target groups should enroll in the relevant programme through their respective departments or organisations.
