Honourable Speaker, I want to take this opportunity to pay tribute to four of our officials and four community members who lost their lives on the 16th March 2017 in a car accident on their wayback from a departmental event in Rustenburg.

We pray for their families and wish those who are still hospitalized well. We also pay tribute to the artists who have over the past months lost their lives, whose contribution to the industry has been felt by many. Re kile tota ra welwa ke leru le lentsho.

country: He boasts a reputation of being a unifier, solution finder, tolerant, passionate and a selfless leader. As we commemorate the life and times of this selfless cadre, I implore this Honourable House and Citizenry of Bokone Bophirima to emulate and display all these attributes in our endeavour to Rebrand, Reposition and Renew Bokone Bophirima.

Mmusakgotla, in the build-up towards the O.R. Tambo Centenary National celebrations, the Department will be embarking on a series of activities, such as choral music competitions and festivals, debate competitions, memorial lectures, and community conversations. A budget of R1.7 million has been set aside for these activities.

Honourable Speaker, allow me to table the 2017/18 budget of R711,440 million, being an increase of 1,06% compared to the allocation of the previous financial year.

The budget is allocated to the departmental four programmes (4) as follows:

Management and Administration: R 104, 089 million
Cultural Affairs: R 264, 869 million
Libraries and Archives Services: R 201, 771 million
Traditional Affairs:  R 140, 711 million
Total: R 711, 440 million

This budget is aimed at radically transforming the socio economic factors facing the society of the province.

1. Management and Administration: R 104, 089 million

Madam Speaker, research has shown that a healthy workforce can help improve both individual and organisational performance.
The Department has engaged on various health assessment programmes for the officials.
In actualizing the mandate that departments deal with obesity as one of the Ten Point Campaign which was launched by the Premier, the Department held an Obesity Awareness Campaign with a theme, “Measure up - Maintain Health Waistline”.
The health assessments and campaigns will be continued with on a quarterly basis.

During the previous year thirteen (13)  misconduct cases were reported and 61% of them were finalised. The outstanding five (05) cases will be finalized in the new financial year. All the officials on levels 2-12 were taken through training on different aspects of labour relations including conflict management. This training has assisted in the reduction of labour relations cases reported.  Full speech [PDF]
