Madam Speaker
Allow me to just digress just a little bit and enter the realm of politics as I remember OR Tambo, my abiding political father and reflect briefly on this outstanding revolutionary of the 21st century.
I deliberately want to reflect on this struggle hero whose counsels, guidance and character withstood the test of time. This is a leader who could be turning 100 years today because he was born in 1917. His life and times is celebrated throughout the 2017 to celebrate his selflessness, his compassion and love for the people of South Africa.
Joe Matthews, a close confidante of OR Tambo had long characterised OR Tambo and said; "in Tambo, you have a completely selfless man", a man "who had no personal ambitions but love for the organisation". Moses Mabhida puts it even better and says, "he (Tambo) was a man of integrity and absolute loyalty", (sic).
Ben Turok talks about OR Tambo as a man who; "had a very mature approach to the way to work with the masses and win their heart.
Many songs have been sung about this giant of the struggle but he remained just a simple, humble servant of the people.
We must always aspire to emulate him. Always remain servants and continue to serve our people with love and compassion.
May I add that as a department, stakeholders and entities under our auspices we are responding well to this call and challenge to us by OR Tambo.
Madam Speaker
The building of safer, secured, and socially cohesive communities as well as provision of affordable transport services continues to be the cornerstones of the work that the department carries out on daily basis on behalf of the 5th administration of the Bokone Bophirima Provincial Government.
Our responsibilities as a people's servants continues.
The implementation of the National Development Plan (NDP) linked with the Five (5) pronounced concretes of the 5th administration, is on course. We can confirm confidently that the Department of Community Safety and Transport Management continues to register tremendous achievements with regard to the concretes.
We provide the necessary transport and safety in respect of the implementation of Agriculture Culture and Tourism. We ensure that Villages, Townships and Small Dorpies are favoured with efficient and reliable transportation. We also undertake Reconciliation, Healing Renewal programs. As for Setsokotsane and Saamtrek-Saamwerk our collaboration and participation is remarkable.
Below here, we will at length present a report of our work, budgetary implications as well as how we fared in respect of SOPA pronouncements, 2016/17 commitments and with respect to our mandate in general.

Honourable Speaker and Members of the Legislature,
Through the Provincial Secretariat for Police the last financial year saw a notable progress relating to fighting the trio crimes, drug related crimes and crimes against women and children. The above were achieved through intensified Crime Prevention Programme; whereby our communities were mobilised to establish Community Policing Fora (CPF), Community Safety Fora (CPF), resuscitation of Justice Crime Prevention and Security Cluster Departments (JPSC) and MUNIMEC Structures and other community formations.
Under Crime Prevention, the Department together with Provincial Community Police Board (CPF), for the last financial year we have committed to strengthening our approach and renewing our commitments to ensure the functionality, efficiency and people driven Community Police fora. These included monitoring progress made by SAPS in supporting the Board to realise their primary mandate.
It is with great excitement to outline that with the implementation of our commitments, we have contributed immensely on the National Development Plan Outcome 3, which its main objective is to ensure that “All people are and feel safe,” and the following were embarked upon:
- Seven (7) crime prevention programmes were successfully implemented in partnership with community structures, various Municipalities and Government Departments. These were in a form of awareness programmes relating to Anti Stock theft, School Safety, Anti Human Trafficking, Know Your Neighbour, Anti Gangsterism and Anti Sexual Offences. These awareness campaigns laid a solid foundation to rebuild our people’s trust in government.
- School Safety programme was implemented at forty (40) schools on issues relating to Substance Abuse, Gangsterism, Rape and other sexual offences. A total number of fifteen thousand six hundred and fifty four (15 654) learners were beneficiaries. A programme relating to Adopt – a - Cop was successfully monitored in eighty nine (89) schools.

In the 2016/17 financial year, the Department through the monitoring and oversight we continued to keep our men and women in blue on their toes by constantly monitoring their services to our communities, Domestic Violence Audit and administration of a National Monitoring Tool and that resulted in visiting 20 different police stations across the Province.
Further to that, a total of 240 service delivery related complaints were received and investigated and monitoring of implementation of recommendations was conducted and an improvement was observed.
We have further conducted thirty (30) unannounced police station visits, which mostly were conducted in the evening and during the weekends.
A total number of forty (40) Awareness campaigns and community engagements meetings were conducted on services rendered by the Complaints Unit and this resulted in an increased reported numbers on service related complaints. All these activities were aligned to Setsokotsane Programme.
The Department continued to monitor the implementation of IPID recommendations by the SAPS and progress report was compiled.
Hon Speaker, I am delighted to announce to this August House that the following Research Projects were conducted:
- A research on Sexual Offences cases on Vulnerable Groups,
- SAPS Cases Closed as Undetected,
- Resources Allocation of the SAPS and
- Customer Satisfaction Survey on the perception of customers in relation to services as provided by the SAPS
OR Tambo once said; "The fight for freedom must go on until it is won; until our country is free and happy and peaceful as part of the community of man, we cannot rest until this is achieved.

SAPS DRUG RELATED CRIMES

Mo ngwageng o o fetileng wa tekanyetso kabo, ba belaelwa ba le lesome ba tshwerwe mabapi le bogodu jwa koporo ya boleng jwa R250 000 kwa
Matlosana. Ba le babedi ba tshwarwa kwa Ganyesa ka ya boleng jwa R500 000.
Crimes against women and children
We are faced with a mammoth task of ensuring that women and children of this Province are equally enjoying their freedom and can enjoy the breathing air without any fear of being attacked and rape.
In this regard, a number of suspects were arrested and given stiffer jail sentences according to their different cases.
Just to mention but a few of these successes, a 56-year-old accused was sentenced to 12 life imprisonments in April 2016 for 12 counts of rape, two counts of kidnapping. The crimes were committed in Brits and the vicinity as well as Bela-Bela in Limpopo between 2000 and 2013. At the time of conviction, the accused was already serving 60 years imprisonment for six counts for rape.
In May 2016, a 43-year-old accused was sentenced to two life imprisonments for rape committed between 2010 and 2012 in Motsweding village, Taung. In February 2017, two accused, aged 21 were sentenced to three life and 223 years imprisonment for series of rapes, robbery aggravating, burglary and attempted robbery committed between January 2010 and March 2016 in Majemantsho, Ramatlabama, Moshawane and Mosiane Veiw.

Rhino poaching related crimes
Honourable Speaker, throughout South Africa, men are invading wildlife preserves, killing rhinos and hacking of their horns while they are alive, however, our collective action with departmental and intergovernmental relations including private sector, civil society and our communities we are recording a steady achievement on combating this worrying rhino poaching.
This follows an Integrated Strategic Management Approach that was adopted by Cabinet in August 2014.
Just to give evidence on the above, three suspects aged between 30 and 34 were arrested in Brits on 30 April 2016. Just late last year, a 50-year-old suspect was arrested near Schweizer Reneke.
Honourable Speaker and your House, these successes are an indication of this government's resolve in making our communities to be safe and ensure they also feel safe. They are crimes that we must drive downwards as they account for the most fear in our communities.
We are convinced that once our citizens are able to live their lives without threat of being violated in their homes, vehicles or places of work, positive perception and high levels of confidence in our law-enforcement agencies will actually strengthen. Full speech...(PDF)
