2017/18 Budget Vote Speech by the Gauteng MEC for Sport, Arts, Culture, and Recreation, Ms Faith Mazibuko, MPL, Gauteng Provincial Legislature, Johannesburg

Ngibonga ithuba namuhla Somlomo ikakhulu ngoba singumnyango sizokwethula Isabelo Semali soMnyango we Zemidlalo, eZobuciko, kanye neZamasiko, sonyaka ka 2017/18.

Kulonyaka wezimali osuthwese, sabelwe R 875 wezigidi zamarandi ukuze sifeze izinhlelo zethu. Isabelo sethu salonyaka sengezwe ngo R54 wezigidi zamarandi mawuqhathanisa nesonyaka wezimali ofile.
 
Out of this budget allocation, Two Hundred and Sixty Million, Six Hundred and Thirty Nine Thousand is comprised of Conditional Grants which are disaggregated as follows:

  • The Community Library Services Grant, totalling One Hundred and Seventy Two Million, Four Hundred and Twenty Eight Thousand Rand;
  • The Mass Participation and Sport Development Grant, totalling Eighty Four Million, Five Hundred and Nine Thousand Rand;
  • The Social Sector Expanded Public Works Programme Incentive Grant for Provinces, totalling One Million, Four Hundred and Ninety Six Thousand Rand; and
  • The Expanded Public Works Programme Integrated Grant, totalling Two Million, Two Hundred and Six Thousand Rand.

“Culture is the fruit of a people’s history and a determinant of history, by the positive influence which it exerts on the evolution of relationships between people and their environment, among people or groups of people within a society, as well as among different societies. Culture is a product of history just as the flower is a product of a plant.

Like history, or because it is history, culture has as its material base the level of the productive forces and mode of production. Culture plunges its roots into the physical reality of the environmental humus in which it develops, and it reflects the organic nature of society, which may be more or less influenced by external factor.”

Asihlonizi ngokuthi uBab’ uTambo wayengeyena nje umholi kaKhongolose kuphela, kepha wayengumholi wesizwe sonkana, kuleli lengabadi nasemhlabeni wonke.

Abasebenzi sebesebenza ngokuzikhanda. Kusho Phela ngoba sesi siqhutshwa yi Deliverology. Kemanje nje izinhlelo zethu sizisabalalise kuma Hubs.

Sisebenzisane noMnyango wezabaSebenzi bakwaHulumeni ukuze uHlaka loMnyango (Organizational Structure) luhambisane nezinjongo-ngqangi (Strategy) zethu. Kuthe lapho siyinikwa imvume yokuthi siqhubekele phambili nokuthi uHlaka luhambisane nezinjongo-ngqangi, asipholisanga maseko.

Inhlwa siyibambe isavele ngekhanda, asibambanga siyeka sitatazela, wena owabona umuntu ethena ihhashi, noma osa ithumbu. Siphuthumile Ke abasebenzi sabatshala kumaGumbi (Corridors) amahlanu esinawo la eGauteng.

Ngikhuluma nje sesiluphothulile loluhlelo. Ngisho abaQondisi boMnyango, sibathumele ezikhungweni lapho abantu betholakala khona.
 
This is aimed at ensuring that we do not only maximise our reach but we also make a meaningful impact. It is our firm belief that all government work contributes to Social Cohesion and Nation Building.

We acknowledge our role as a lead Department in this regard, however, all Departments and Spheres of Government contribute to engendering Social Cohesion and Nation Building.

Yithina esizoba wongoti ekusatshalalisweni kweZinsiza zikaHulumeni ngesivinini emphakathini (We will take the lead in accelerating Deliverology). We are using Sport, Arts, Culture and Recreation to promote Social Cohesion.

Kulonyaka wezimali othwasayo, siqikelele ukuthi isamba esilingana no One Hundred and Seventy-One Million, One hundred Thousand Rand sibekwe eceleni ukubhekana nalezidingo-ngqangi ezilandelayo:

  • Ukuphothula kokwakhiwa kwe Women’s Living Heritage Monument eseTshwane, kanye ne Gauteng Provincial Archive Centre ese Kagiso, eMogale City. Lezizakhiwo zizobe zisebenza ziphithizela kungensuku zatshwala.
  •  Isamba sika Twenty One Million, Two Hundred Thousand Rand esizobhekana nokwakha ingqalasizinda yezinkundla zezemidlalo emiphakathini enganayo lengqala sizinda zemidlalo enjebhola lezandla lamantombazane , Kanye Nayo I volleyball. (multipurpose courts).
  • Imitapo Yolwazi okuzophela lonyaka othwasayo wezimali ingakaqali ukwakhiwa, noma ngabe isezinhlelweni zoMnyango, asizukuyabela mali etheni.

Honourable Speaker,

I mention the above because it is important for Honourable Members and the people of Gauteng to have a full grasp of our Service Delivery.

Environment

Igunya (mandate) esilithola kuMthethosisekelo lingudedangendlale (broad) yize sibukeka siwuMnyango omncane. Working together with Municipalities, we rely on them to deliver some of our services on our behalf and as per their mandate.
 
At worst, abanye balaboMasipala sebeqalile ukukhombisa izimpawu zokuthi kuzobanzima ukuqhubeka nokwabela izimali ezinsizeni abangenagunya ngokoMthethosisekelo ukuthi bazisabalalise emiphakathini.

Omasipala abaningi balibeka ngembaba ukuthi umsebenzi weMitapo yoLwazi akulona igunya labo, bathi bazotshala izimali zabo lapho kunezidingongqangi eziphuthumayo khona.
Okwesibili Somlomo, izinhlelo zezeZemidlalo azisitholi isabelo esivela esiFundeni. Sibelethwe wuMnyango kaZwelonke ngemali yomxhaso (DORA Grants).

Lemali yomxhaso  inemibandela nemigomo enqala mayelana nokusetshenziswa kwayo, ngaphezu kwalokho, lemali iyancipha njalo unyaka nonyaka.
At the same time the demand for expansion of our sporting programmes is increasing. This is happening at the backdrop of a number of demands to the public purse. We are therefore forced to stretch the rand.
 
Noma kunjalo Somlomo, ngeke sidikibale. Thina sithi “Siyikhaya leZingqwele,” kweZemidlalo nakwezobuCiko.

Home of Champions

Arts and Culture

Kulonyaka wezimali othwasayo sizophenya izindawo nemigudu enomlando oyiGugu (Heritage sites) engamashumi amabili nanhlanu kusosonke isifundazwe saseGauteng.

Emva kophenyo siyothatha izinqumo zokuthi ngabe zingamaGugu esiFundazwe, noma amaGugu asekhaya ayokwengamelwa ngoMasipala.

Asihlonizi ngokuthi umlando wethu unothile, futhi kumele ulandwe yithi hayi labo abafika lapha, bedlula ngendlela belibhekise ezweni elinezinongo (spices) bagcina sebezinze unomphelo ekubeni babengamenyiwe.

Siyazigqaja ngomlando wethu. Kulonyaka Sizohlonipha amaQhawekazi ayibamba ishisa ngesikhathi somzabalazo wenkululeko. Lama Qhawekazi Anje ngoMargaret Gazo, Francis Baard kanye no mama Charlotte Maxheke.
 
With regards to honoring of Francis Baard, this will be a second phase of a programme which we will complete in the next financial year.

We will also improve and restore the house of mama Charlotte Maxheke in Kliptown in order to ensure that its condition befits her undying stature, and working together with the Charlotte Maxheke Foundation it will be turned into a museum and an interpretation Centre.

Siyasebenzisana ke  noMasipala ukuhlonipha namanye amaQhawe namaQhawekazi ayengebona osaziwayo kuzwelonke, Kodwa Sifuna nawo ahlonishwe nje ngokuthi ayibeka induku ebandla emiphakathini yawo Nase emzabalazweni wokulwa nobandlululo.

Sihlele ukuthi abe ngamakhulu amabili lamaQhawe namaQhawekazi esizowahlonipha ngezindlela ezihlukene.

Sizoqiniseka futhi ukuthi neMitapo yoLwazi esiyakha emiphakathini izinja jaw ngayo lamaQhawe namaQhawekazi lokhu kuzophakamisa nomlando Wowo.
 
Sithinda ukukhuthaza amalunga esishayamthetho ake avakashele lezindawo zomlando Kanye nemitapo yezincwadi, Okanye nikhuthaze imiphakathi yen ukuba nayo ivakashe.

Njengoba ngike ngachaza, iNqolobane yoMlando wesiFundazwe saseGauteng (Gauteng Provincial Archives Centre) izovulwa kungensukuzatshwala. Sisebenzise R 356 million ukwakha leNqolobane.

The Provincial Archives Centre will be a repository of our collective history as a province dating back to pre-colonial history, industrialisation and recent history. We will not compromise on ensuring that our history is not stored as through colonialist prism.

Our culture and traditions existed prior to our colonisation therefore we will ensure that our historical records are not just reduced to internecine tribal wars.

Even though this is a Provincial Archive, I must remind Honourable Members that it will also become a repository of not only the country’s history, but also of the contribution of our neighbouring countries’ citizens who contributed to what is today known as the Gauteng Province.
 
We have never shied away from acknowledging that Gauteng owes its existence and prosperity to our neighbouring countries’ citizens who toiled in our mines.

The process of repatriation and digitalisation of historical records for storage at the Provincial Archives Centre will begin in earnest in the second quarter of this financial year.

We therefore have a responsibility to educate young people about the value of the historical records that will be kept at this Centre.

To this end we will ensure that our identity as a nation is recorded accurately, stored accordingly and availed to all generations for the purposes of posterity.

The Women’s Living Heritage Monument will be operationalised in this financial year. We owe our liberation to a number of women who were unflinching gallant freedom fighters.
 
We have taken it upon ourselves to research and unearth many unheralded women heroines who were at the forefront of the struggle for liberation in our country. Some are in far flung communities such as Hammanskraal.

The Boipatong Monument is now operational.  Sinezinhlelo zokuthi izikole ezakhelene nalelindawo yesikhumbuzo inhlekele Yase Boipatong ivakashe ukuze intsha nabantwana besikole bengakhohlwa yimvelaphi yethu eyasilethela usizi nomunyu.

Itshe lesiKhumbuzo elaziwa ngokuthi yiKagiso Memorial and Recreation Centre nalo seliyasebenza, Kepha ngenxa yobugebengu, kuntshontshwe I cable efaka gear kuso isakhiwo, manje sisebumnyameni, umphakathi uhluleka ukuwusebenzi, futhi manje sekumakhaza.

Sisa Sisebenzisana nezinhlaka zomphakathi ukuze sivumelane ngemibukiso (exhibitions) ezoqhakambiswa kulesisakhiwo.

Siyazi ukuthi iningi lezikole ezisemalokishini zabamnyama azizifundisi izifundo zobuCiko. Kulonyaka sizoxhasa izikole ezingamashumi amane emikhakheni yokuDansa, Imidlalo yeseSteji neNgqayi, kanye noMculo.
 
Amathalente avunjululwa kulabantwana agcina esechamuzele osaziwayo abahlonishwayo kulemikhakha.

Sizimisele ukuxhasa sikhiqize abaqambii bengqephu abasafufusa (emerging fashion designers) abayikhulu makuphela lonyaka othwasayo. Imboni yengqephu inethuba lokuthi ichume, futhi yakhe amathuba emisebenzi kubantu abasebasha.

Honourable Speaker;

We often hear people talking about the political economy, yet very little is said about the “cultural economy”. As a country and as a Province in particular, we are supposed to be very rich culturally, yet this wealth is not discernible.

We are still navigating through a painful and divisive history, and in so doing our creative artists turn to drama, music, film and literature to deal with their past.
 
This is an opportunity for creative artists to tell our story in a gripping manner and ensure that the youth and future generations never forget where we come from.

There is therefore no doubt that a broad and expanded definition of culture and creative industries should not be limited to the narrow prism of entertainment.

Just as culture and creative industries are part of the economy, the economy is also part of culture and creative industries.

As the Gauteng Provincial Government we are committed to ensuring that conducive conditions that allow cultural environments and creative industries disposition to breed economic prosperity are allowed to prosper.

The Gauteng Social Cohesion Carnival continues to be a spectacle where we parade our diverse heritage in the streets of our capital city Tshwane.

This year we will not only show-case Gauteng as the home of the global village, we will also send a message to all of those who still believe in a divided humanity that we in South Africa, and Gauteng in particular, have outgrown backward racial, ethnic, tribal, and religious cocoons.
 
Ngamanye amazwi, izoba wumbhidlango lapho sizigqaja khona ngokwahlukahlukana kwenqephu kanye namasiko ethu kulesifundazwe saseGauteng.

We have targeted to train 7 500 traditional and contemporary dance artists. We are exploring means of providing support to these artists in order to ensure that those who wish to enter mainstream creative industries receive appropriate skills and support.

Somlomo oHloniphekile;

In July 2018, Tshwane will host the World Choir Festival. Leli yithuba lokuthi sizibonakalise njengesifundazwe ukuthi we are a destination of choice for Artistic and Sporting competitions.

More than 70 Choirs representing their respective countries will converge in Tshwane over a period of two weeks from the 4th to the 14th of July 2018.
 
IsiFundazwe sizohlomula ngakwezomnotho, ikakhulukazi emkhakheni weZokuvasha. Sisebenzisana noMasipala waseTshwane kanye noMnyango weZokuthuthukiswa kweZomnotho sizoqikelela ukuthi nomnotho wasemalokishini aseTshwane, nawo uyahlomula usike kwelijikayo.

The Gauteng Film Commission markets our Province for its world-class film industry infrastructure and a wide range of locations, as a destination of choice for filming. Priority will be given in to support Women owned production companies.

We will launch the Post Production and Research Hub at the GFC offices to be accessed by emerging filmmakers with an aim of rolling out to all Municipalities in the ensuing financial years. Skills development training initiatives will be implemented with accredited film institutions.

GFC will enhance the collaboration with Municipalities on initiatives across the value chain especially on National and Provincial commemorative days.
 
We will expand our presence in all 5 corridors through partnerships with municipalities wherein we will implement Mini-Municipality based film festivals and film as a business workshops.

Library Information and Archival Services

Onyakeni ofile sithuthukise ingqalasizinda yeMitapo yoLwazi e Tembisa, HP Mokoka kanye naseNigel. EStinkwater, eBekkersdal, nase Merafong siphothule ukwakha iMitapo yoLwazi, esetshenziswa yizikole zendawo kanye nomphakathi.

IMitapo yethu yoLwazi ivakashelwe iziwombe eziwu 7,5 million yizakhamizi zaseGauteng. Isiqubulo sethu sithi: “I READ TO LEAD” Yingakho siqikelela ukuthi inxaxathela yezokuxhumana siyisabalalisa kuyoyonke iMitapo yoLwazi.
 
We will therefore expand the Mzansi Online ICT Project to 15 libraries. Expansion of ICT connectivity in Libraries assists in the following:

  • People apply online for jobs;
  • Entrepreneurs market their products online;
  • Education system of online registrations of learners that is required by schools;
  • Youth apply for bursaries online;
  • Youth and members of the community develop their ICT skills and competencies at libraries;
  • Only place in many communities where people can make photocopies of e.g. CVs, birth certificates, and
  • Youth create their CV’s electronically in libraries.

We will establish 7 workstations for visually impaired individuals in libraries across the Province. In order to integrate our services, we will ensure that spaces in our libraries are utilised for arts and cultural exhibitions. Crafters will display their wares at these libraries.
 
Silichazele iKomidi leSishayamthetho mayelana nezingqinamba esihlangene nazo ngenkathi siqala ukwakha iMitapo yoLwazi eyisishiyagalombili eEvaton North, Drieziek, Naturena, Kagiso Ext 6, Kingsway, Olievenhoutbosch, Leondale, nase Rietvallei.

Savuma ukuthi imigudu efanele ayilandelwanga makwakhiwa leMitapo yoLwazi. Yingakho singalali ubusuku nemini sishabasheka ukuqinisekisa ukuthi amaphutha ayalungiswa ukuze ivulwe isebenze leMitapo yoLwazi kungensukuzatshwala.

Sport and Recreation

Honourable Speaker;

Gauteng remains the Home of Champions. During the 2016 December holidays, and 2017 Easter Holidays, over 30 650 people participated in community games which we supported. This went a long way towards keeping young people away from social ills such as substance abuse and crime.
 
In line with what the late President Nelson Mandela believed, we are also unwavering in our commitment to ensure that we use sport as a vehicle to unite our nation.

We are committed to use sport as a vehicle to bring diverse communities to work together in building a united and non-racial South Africa.

As the Gauteng Provincial Government, it is our firm belief that meaningful change can only happen when we embrace community based, citizen driven and civil society initiatives which contribute to Social Cohesion, economic inclusion, non-racialism, non-sexism, peace and harmony among the diverse and cosmopolitan people of Gauteng.

Through the Social Cohesion Games, we seek to promote social cohesion and nation building, and mobilise citizens and communities against Racism and Xenophobia in Gauteng Province.

It is for this reason that last week Friday at Orlando stadium we were part of hosting a Rugby Match between the South African “A” Team against the French Barbarians, where  we won by 48 to 28.
 
It was for the first time since South Africa’s re-admission into the international Sporting fold that the French Barbarians played on South African soil.

We also view Sport as an economic driver. Tourism, Catering, and Transport industries benefit from Sport hence we continue to strive to position Gauteng not only as a Home of Champions but also as a mecca of Competitive Sport.

Hence we supported 3 Major Gold Tournaments and these yielded a direct expenditure of R126 million to Gauteng. This also resulted in at least 444 annual jobs created/sustained due to the direct spend in the province.

As part of our contribution to the Business of Sport, the Department hosted the second Arnold Classic Africa Games in May at the Sandton Convention Centre.
 
The combined spending of more than 47,000 attendees to the region, was a total of R53.7 million, generating an estimated R175.9 million in economic activity.

We also completed multi-purpose courts in Mohlakeng and Toekomsrus. Kulonyaka othwasayo sizohlinzeka izikole ezingu 400 ngezinsiza zezemidlalo ezifana nemifaniswano yamajezi, kanye namabhola kanobhutshuzwayo nawezandla. Siqeqesha nalabo abaphethe izikhundla koSosesheni ukuze amaqembu asafufusa emalokishini aholwe ngobuqotho.

Imiqhudelwano yeZemidlalo kaZwelonke yeZikole isizobanjwa kathathu ngonyaka, eBusika, eNtwasahlobo naseHlobo.

Lapha silindele ukuthi abafundi abangaphezu kuka 10 300 babambe iqhaza. Kulonyaka sizothumela ithimba labafundi abawu 790 abazobamba iqhaza emqhudelwaneni wezikole kaZwelonke. Sinethemba ukuthi siyodla umhlanganiso. Futhi babuye nendebe.
 
We urge learners, parents and communities to help us to bring back Sports Wednesday's at all the schools. Then we will have lots and lots of talent amongst the young people and sport will be the order of the day.

Thina la eGauteng sikholelwa ekutheni: “Inkunzi isematholeni” Ngamanye amazwi umuthi siwugoba usemanzi. Sizoqeqesha abafundi babe ngompetha kwezemidlalo.

We will therefore increase the number of athletes supported through our six academies in the province to 1 500. We believe that High Performance Centres are very important if we want to remain the Home of Champions.

Njengoba kuwunyaka wesigagayi uBaba uOliver Tambo, sihlele ukuthi sibe nochungechunge lwemidlalo ebizwa nge OR Tambo-Soncini Games ezizobanjelwa Ekurhuleni.

Igama lika Soncini lingena ngenxa yokuthi bangeminye yemindeni yamaNtaliyane eyayizinze Khona e Reggio-Emilio eyasebenzisana namaqembu ayelwela inkululeko ngesikhathi abaholi besekudingisweni.
 
Lomndeni wakwaSoncini waqokelela umlando onohlonze, mayelana nomsebenzi owenziwa wuBab’u Tambo ngenkathi esekudingisweni. Yingakho size saqamba omunye uMutapo woLwazi oseBenoni ngegama lalomndeni obuwungani weSizwe.

Somlomo oHloniphekile;

Sizoqhubeka nokuhloma izimpaphe zegwalagwala (Honouring athletes who have excelled through Gauteng Sports Awards) kulabo abaqhakambise isiFundazwe emikhakheni enhlobonhlobo yezemidlalo. Loluhlelo lugqugquzela labo abasafufusa ukuthi baphokophelele ukusebenza ngokuzikhandla.

I also take this opportunity to congratulate Wits University for having been crowned PSL Premier League Champions for the 2016/17 season. I also congratulate Super Sport Football Club for retaining the Nedbank Cup Final last Saturday night. I hope going forward, we will ensure that whenever two teams from Gauteng compete in a Cup Final, that game should hosted by one of our cities.
 
Hosting such Cup Finals contributes to the growth of the economy of Gauteng, therefore as a Province we must fight tooth and nail to retain these rights especially when both teams are from our Gauteng.

On a sad note we express our dismay that one of our teams, Highlands Park, was relegated from the Premier Soccer League, we trust they will bounce back.

Before I take my seat, allow me Honourable Speaker to reiterate our commitment to Nation Building and Social Cohesion.

We will therefore continue to use build-up activities to Commemorative Days to host Community Dialogues which address Xenophobia, Racism, and Gender Violence.

As a lead Department in this regard, we will support efforts of all Departments and spheres of government to contribute towards building a united nation.
 
I therefore take this opportunity to thank Members of the Executive Council as led by the Honourable Premier for their collegiality, ukwanda kwaliwa ngumthakathi.

I also thank the Chairperson and Members of the Portfolio Committee for their robust oversight, Members of Caucus for their support, and Members of Mayoral Committees from all Municipalities for ensuring that we render services as a cohesive Gauteng City Region, ngithi ningadinwa nangomuso.
