Limpopo Government on EXCO meeting of 3 August 2017

The Executive Council met on the 3rd August 2017 at the Executive Council Boardroom, Mowaneng Building, Office of the Premier. 40 Hans Van Rensburg and the following decisions were taken:

Early Childhood Development (ECD)

The Executive Council approved ECD Action Plan for the Province to be implemented. And the Plan includes the following:

The Provincial ECD Summit was convened to develop an action plan for the implementation of ECD Policy in the Province by all participating stakeholders. An outline of the plan comprising of the following milestones was presented;

  • Co-ordination and Integration of ECD Services at all levels of delivery, including the establishment of ECD structures, review of ECD Strategy and terms of Reference.
  • Establishment of ECD Infrastructure, registration of ECD Centers, Establishment of non Center based ECD programmes in remote and farming areas to increase ECD access.
  • Development of ECD Curriculum and improvement of conditions  services of ECD practitioners, and
  • Implementation of child health programmes in ECD Centers.

Appointment of DDG: Administration

The Executive Council approved the appointment of Ms N.I Manamela as the DDG Administration in the Office of the Premier.

Appointment of Deputy Director General: Planning

The Executive Council has approved the appointment of Ms. S.E Magwaza to the advertised position of DDG Planning in the Office of the Premier.

Stability of LIM 345

The Executive Council resolved that the MEC for CoGHSTA be mandated to invoke either section 154 of the Constitution or section 87 of the Municipal Structures act to provide services in some wards within Lim 345 local Municipality.

a) Vhembe District Municipality to ensure effective Water and Sanitation provision.
b) Public Works, Roads and Infrastructure to allocate graders to focus on Roads and Cemeteries in LIM 345 Local Municipality.
c) Department of Transport to tender Vehicles Licensing Services.
d) Department of Economic development, Environment and Tourism to render waste management  Services, and
e) Department of CoGHSTA to fastrack the implementation of grant funded capital projects.

The Executive council further resolved that this interim arrangement. Should be in line with the provision of section 87 (4) of the Municipal Structures Act, which provides that the MEC for CoGHSTA must reallocate that function  or power to the original Municipality when that Municipality is in a position to resume with the provision of those Services. The Provincial Government will resources to augment LIM 345 Municipal resources and the parties will agree on the duration of interim measures.

 Jane Furse township establishment:

The Executive Council resolved that the Department of Co-operative Governance, Human Settlement and Traditional affairs should engage owners of the identified land with a view of purchasing in addition to the church land for the establishment of government complex and other supporting facilities to create sustainable human settlement.

The Executive Council further resolved that an inter-Ministerial committee on Jane Furse Township Establishment should engage the Ministerial of Rural development and land reform to fastrack approval of the sale of land owned by the Anglican Church to Government.

LTSM Procurement

a) The Executive Council has noted that the Department has developed a new Strategy (ten point plan) to ensure timeous delivery of LTSM for the academic Year 2018.
b) The Department is currently negotiating with the South African Post office and Publishers on the future utilization of District warehouse for distribution to Schools.
c) The Provincial LTSM delivery plan is being implemented as follows:

  • Ordering

i.        May – June 2017 – the task have been executed.
ii.        Delivery to warehouses July – August – The task is underway
iii.        Delivery to schools: to be under taken in September – October 2017.

  • Education turnaround Strategy.

i.        National Schools Nutritional Programme

There is a serious increase in enrolment and improved attendance and retention in Limpopo schools. In all Schools in the Province, Feeding scheme is completed at 10h00. 398 SMME have been empowered with over 10000 food handlers appointed.

EXCO Outreach

The Executive Council have also approved the EXCO Outreach to Gandlanani Village in august 18, 2017
