Communications Authority issues enquiry into existence of some licensees

The Independent Communications Authority of South Africa (ICASA) issues an enquiry into the existence of licensees that are not traceable and/or active, following a number of futile attempts by ICASA to trace the activities of these licensees and non-compliance to licence terms and conditions.

The licensees in question are listed below:

  1. In 2009 Sundial Telecom (PTY) Ltd was granted both an Electronic Communications Network Service Licence and an Electronic Communications Service Licence by ICASA. The licensee provided ICASA with the following operating address: 4th Floor, Commerce House, 55 Shortmarket Street, Cape Town. Despite notices sent electronically to the nick@sundialtelecom.co.za, and business telephone number (021) 686 4535, no response was received by the Complaints and Compliance Committee (CCC) Office.

    Inspection report - The inspectors could not make contact with the Licensee as the Licensee was not at the physical address furnished in the Licence. It was reported that the business has moved. A second physical address was found and visited namely 217 Sovereign Quay, Green Point, Cape Town but no such business exists. All contact details on the licence do not exist.

  2. In 2008 Karel Greef was granted a Class Electronic Communications Services Licence by ICASA. The licensee provided ICASA with the following operating address: 10 Quartz Avenue Dersley Springs, 1559. Despite notices sent electronically to karel@wifidirect.org  and a fax sent to 086 500 7571, no response was received by the Office of the CCC Office.

    Inspection report - The licensee no longer exists and could not be traced at address as listed on licence.

  3. In 2009 Mystic Blue Trading 55 (PTY) Ltd was granted both an Electronic Communications Network Service Licence and an Electronic Communications Service Licence by ICASA. The licensee provided ICASA with the following operating address: 275 – 15th Street Rietfontein Pretoria 0031. Despite notices sent electronically to almero@wor-x.com and fax sent to 086 637 8175, no response was received by the CCC Office.

    Inspection report - The licensee no longer exists and could not be traced at the address as listed on licence.

  4. In 2009 SBS Telecoms (Pty) Ltd was granted both an Individual Electronic Communications Network Service Licence and an Individual Electronic Communications Service Licence by ICASA. The licensee provided ICASA the following operating address: 14 Platboom Avenue, Weltevreden Park, Roodepoort, 1715. Despite notices sent electronically to Eugene@sbstelecom.co.za and business telephone number 087 941 4000, no response was received by the CCC Office.

    Inspection report - The licensee no longer situated at the address as indicated on the licence.

ICASA grants these licensees until 30 April 2016 at 16h00 to inform the Coordinator of the Complaints and Compliance Committee that they are in fact active as a licensee.
