MEC Mathabo Leeto hands over sport equipment and attire

Delivering her 2016/17 Budget Vote for the Free State Department of Sport, Arts, Culture and Recreation, MEC Leeto indicated that the department will continue to use Sport and Recreation as a vehicle to promote social cohesion as mandated by the NDP. She further stated that the mission statement of the National Sport Plan also gives the department a mandate “to transform the delivery of sport and recreation by ensuring equitable access, development and excellence at all levels of participation”.

MEC Leeto will be handing over Sport Equipment and Attire to 60 sport clubs, 6 sport hubs as well as to 100 schools as follows:

Sport and Recreation South Africa has entered into a Memorandum of Agreement with the following Sport Federations nationally and the provinces had to roll out the implementation thereof through Mass Participation Programme namely Club Development. The affected codes are:

  • Basketball X 10 Clubs
  • Cricket X 10 Clubs
  • Netball X 20 Clubs and
  • Women’s Soccer X 20 Clubs

The second programme is the Siyadlala Mass Participation where 6 Hubs have been identified in order to roll out the implementation of activities such as Indigenous Games, Senior Citizens, Bid Walk, Youth Camp and Aerobics.

The following facilities have been identified by the Department as Hubs:

  • Harry Gwala Multi-purpose Centre in Zamdela, Sasolburg,
  • Ramolutsi Sport Complex in Tumahole, Parys,
  • Sipho Mutsi Sport Complex in Kutlwanong, Odendaalsrus,
  • Mmabana Stadium in Thaba-Nchu, Mangaung
  • Phuthaditjhaba Stadium in Qwa-qwa and
  • Kopanong Indoor Sport Centre in Thabong, Welkom.

These facilities have Sport Assistants appointed through the Expanded Public Works Programme (EPWP) in order to assist with scheduling and programming of different sporting codes.

The 100 Schools were identified by Department of Sport, Arts, Culture and Recreation in collaboration with Department of Education based on the following criteria:

  • Quintile 1, 2 and 3 Schools in the province
  • Previously disadvantaged schools.
  • Top Schools 2015 Provincial School Sport Competition winners
  • Schools that are currently actively participating in sport.
  • Proximity to one another to facilitate league running.

The 100 schools were allocated per district according to proportional representation
based on number of schools in districts.

  • 5 schools are located in Xhariep District
  • 24 schools in Mangaung Metropolitan municipality
  • 18 schools in Fezile Dabi District
  • 19 schools in Lejweleputswa District
  • 34 Schools for Thabo Mofutsanyana District.

This has been an ongoing programme since 2006, where it began with:

  • 2006/7 financial year 50 schools
  • 2007/8 financial year 40 schools
  • 2008/9 financial year 56 schools
  • 2011/12 financial year 323 schools
  • 2012/13 financial year 323 schools
  • 2013/14 financial year 136 schools
  • 2014/15 financial year 136 schools
  • 2015/16 financial year 136 schools
  • 2016/17 financial year 100 schools
