The Gauteng Provincial Legislature (GPL) will host a Roundtable Discussion on ‘Trends and prospects of effective Budgetary Oversight’. The discussion will be the fifth Thought Leadership Session that form part of GPL’s ongoing 20 Years of Democracy Project. Thought Leadership Conversations are aimed at discussing GPL’s Constitutional mandates, with the objective of exchanging knowledge and formulating concrete ways to improve the current systems within the legislative sector.
Thought Leadership Sessions are aimed at reviewing the progress made by GPL in delivering its core mandates during the first 20 years of its existence (i.e. Oversight and Scrutiny; Law-making; Public Participation; Cooperative Governance). The Roundtable Discussion will focus on the Legislatures’ powers to amend Money Bills introduced by the Executive to ensure that the budget meets the needs of the people. Currently, GPL does not have powers to amend Money Bills, and these powers are necessary to enable the Legislature to hold the Executive fully accountable.
Budgetary Oversight is one of the key influential mandates of the Legislature as its performance or non-performance thereof directly impacts on service delivery within the Province.

All of this envisages improving GPL’s impact as a legislative institution.
