Limpopo hosts Executive Council meeting

Executive Council meeting of Wednesday 20th January 2016

The Limpopo Provincial Government held its first Executive Council seating in the New Year on the 20th January 2016.  The Limpopo Province was generally stable during the 2015 Festive Season period however EXCO was concerned in the areas where people still have grievances towards Municipal Demarcation Board. This has impacted negatively on the work of the IEC in preparing for the Municipal elections. We call upon all affected communities to allow the IEC to continue with its work peacefully while the process of dealing with their grievances still continues.

EXCO was not pleased with the incidents of instability in the mining areas and the blocking of IEC officials to conduct training for the upcoming local government elections in Vuwani.

EXCO is pleading with community leaders, faith based organisations in Vuwani and any other areas to help put a stop to this barbaric behaviour. EXCO noted a report that the Universities of Limpopo and Venda experienced stability, following tension and disruption in 2015 as part of the #FeesMustFall campaign.

30-Days Invoice Payment Report for December 2015

A progress report on the monitoring of compliance to the prescribed 30 Days payment cycle as at the 31st December 2015 was presented to the Executive Council meeting. The report highlighted the following:-

The percentage of invoices paid in the Province within the prescribed 30 days of receipt in December 2015 shows that 93.22% (as compared to 89.86%) of the invoices were paid, which is below the 95% compliance rate set for all departments for the 2015/16 financial year. Six (6) Departments, namely CoGHSTA (1,003 invoices), LEDET (542 invoices), Office of the Premier (453 invoices), Provincial Treasury (266 invoices), Safety, Security & Liaison (77 invoices) and Social Development (2,613 invoices), paid 100% of their invoices within the prescribed 30 days period.  

The EXCO has instructed Provincial Treasury to follow-up departments that are not complying with the 30 days period. As this it’s key towards strengthening and empowerment of SMME’s.

Governance and Administration, Justice, Crime Prevention and Security and Economic Sector Clusters Programme of Action Reports

A memorandum providing progress on the implementation both Governance and Administration, Justice, Crime Prevention and Security and Economic Sector Clusters Programme of Action Reports during the second quarter of the 2015/16 financial year (July - September 2015) was presented to the Executive Council.

The reports provided a detailed account on the achievements made on the implementation of the Clusters Programme of Action and highlighted areas of over and under-performance during the period under review, including the interventions that will be implemented during the third quarter to address the areas where there was under-performance.

Structural Deficiencies on the Thohoyandou Inter-Modal Facility

The Executive Council directed the Department of Economic Development, Environment and Tourism to conduct a comprehensive audit on the status of Co-operatives in the Province and present the findings and recommendations to EXCO. This will go a long way in job creation and boost the economy of our Province.

EXCO approved that the Department of Transport should commence with the necessary legal processes to register a claim against Intersite who acted as the Management Agent for the Department of Transport on the construction of the Thohoyandou Inter-Modal Facility, as well as MCE Consortium, the Professional Service Provider.

Expanded Public Works Programme (EPWP)

On EPWP, we continue to make strive and improve the lives of our people. As of end of September 2015, overall 24,994 work opportunities were created adding to a cumulative total of 36,380 work opportunities created during the current financial year, which constitutes 28% of the annual target of 131.745.
