As a further demonstration of public accountability, transparency and clean governance, which were mentioned in Minister Radebe’s Budget Vote Speech 2016, the DPME has on behalf of government complied with the request from SCOA for progress reports on the MTSF 2014-2019.

On the 19th April 2016, the DPME delivered a presentation to SCOA focusing on the alignment of Government Budget to both the National Development Plan (NDP) 2030 and the Medium Term Strategic Framework (MTSF) 2014-2019 as well as progress with implementation of the MTSF 2014-2019.

This is important work to ensure that the work of government further the aims and objectives of the people’s plan, the NDP, as it was formulated and adopted by the people of South Africa.

This is an important development and it help answer the key question of whether or not as government we are implementing the National Development Plan. By and large the MTSF demonstrates the concrete steps government is taking in the NDP’s implementation.

This report was therefore to re-assure parliament and by extension the people of South Africa that government is steaming ahead with the implementation of the NDP. As this is the plan of the people, the National Planning Commission (NPC) will on its part continue to mobilise the people of South Africa as a whole, that being beyond government, to fulfil the development targets as stated in the NDP.

The DPME strengthens public accountability and transparency, through consistent monitoring of progress made with implementation; through seeking redress of identified challenges early on; and constantly reporting back to the people of South Africa on all the commitments made by government, through:

  1. Direct interaction with the people at Izimbizo held throughout the country;  
  2. Media Briefings;
  3. The Programme of Action (POA) Website and most importantly;
  4. By reporting to the 5th Democratic Parliament in RSA, elected by the people, for the people.

The reports provided to SCOA are as follows:

  1. Overall report on the progress with the implementation of the MTSF for the third quarter of the 2015/16 financial year.
  2. Progress Reports on Outcomes 1 to 14 for 2015/16 – from the POA Website, which is available to public.
  3. A list of National Departments and Provincial Departments and other State Entities that owe municipalities large sums of money.
  4. Funding allocation to rural business by the Industrial Development Corporation (IDC).

The DPME has also provided data on National and Provincial Government Departments that owe municipalities huge amounts of money. These debts impact negatively on the capacity of affected municipalities to deliver basic and essential services to the public.

The DPME will start monitoring the performance of Development Finance Institutions (DFIs) and the State Owned Enterprises, and their contribution towards addressing the triple priorities of poverty, unemployment and inequality, which the National Development Plan 2030 enjoins all of us to focus on.  Hence the DPME has provided to SCOA data on the amounts disbursed by the IDC during the period 2012-2016.

SCOA has requested an ongoing relationship with DPME, which the DPME has welcomed as it is essential part of ensuring effective implementation of the NDP and delivering in general on its mandate.
