Cooperative Governance and Traditional Affairs on transfer of Director-General Vusi Madonsela

The Minister of Cooperative Governance and Traditional Affairs, Mr Des van Rooyen, has consented to Minister Masutha’s request to transfer Mr Vusi Madonsela to the Department of Justice and Constitutional Development.

The resignation of the Director-General of the Department of Justice and Constitutional Development, Ms Nonkululeko Sindane, on 30 March 2016, has necessitated the filling of the imminent vacancy on an urgent basis with a suitably qualified individual. 

The imminent vacancy comes at a time when government seeks to deepen transformation and strengthen the functioning of our country’s justice system by, among others, improving access to judicial services by the vulnerable and previously disadvantaged.

Mr Madonsela is a lawyer by profession, duly admitted to practice as an Attorney of the High Court of South Africa.  As part of his 15 years experience in government’s senior management service, he served as the Director-General of the Department of Social Development for nearly 10 years, and the Department of Cooperative Governance for over 3 years. The Minister of Justice and Correctional services is confident that Mr Madonsela’s vast experience in senior management of the department will add the necessary value in the administration of justice. 

Minister Van Rooyen commended Director-General Madonsela for his contribution to the Department of Cooperative Governance. “During Mr Madonsela’s term he established administrative stability at the department. The department’s key programme, Back to Basics (B2B), was launched in September 2014 to ensure that municipalities serve all communities better. The department has now repositioned its role and adopted a new organisational structure. DG Madonsela leaves the department in a good state of health, as we enter the second phase of B2B.”

Minister Van Rooyen has appointed Mr Muthotho Sigidi to act as Director-General of the department. Given the importance of DG Madonsela’s work in preparations for local government elections, Minister van Rooyen stated that, “Minister Masutha and I agreed that DG Madonsela will remain the chair of the technical Inter-Ministerial Task Team on Elections to ensure continuity in the management of projects relating to the August 2016 local government elections. This will be made easy by the fact that the Ministry of Justice and Correctional Services is a member of the Inter-Ministerial Task Team on Elections.”

Minister Masutha commended the outgoing DG Sindane for bringing stability to the Department of Justice and Constitutional Development and welcomes DG Madonsela and expressed confidence that his experience will benefit the department.

Mr Madonsela thanked Minister van Rooyen, Deputy Ministers Andries Nel and Obed Bapela, and the CoGTA staff for their support during his tenure. “I am delighted to have had the opportunity to make a contribution to the sphere of government closest to the people of our country. I look forward to re-joining the world of books in the Justice portfolio, where I hope to make a new contribution.”

Minister van Rooyen wishes DG Madonsela well for his new role as Director-General of the Department of Justice and Constitutional Development, which commences on the 01st of May 2016.
