Parliament hosts events, 7 to 12 Mar

Coming up this week in Parliament debate on racial tension and conflict, questions to the Deputy President, and public hearings on Extension of Security of Tenure Amendment Bill

The National Assembly (NA) and the National Council of Provinces (NCOP) have a packed week with a programme that includes sittings scheduled from Tuesday to Thursday plus committee meetings and public hearings.

The sittings will deal with, among others:

  • The NA holding a Matter of Public Importance Debate under the theme: “The increasing racial tension and conflict in South Africa especially in universities and its detrimental effect on the country’s development (Tuesday from 14h00).
  • Questions for oral reply by the Deputy President in the NCOP on Wednesday from 14h00 followed by consideration of the Select Committee on Finance report on the Fiscal Framework and Revenue Proposals.
  • Questions for oral reply in the National Assembly by the Economics Cluster which includes; Departments of Agriculture, Forestry and Fisheries, Communications, Economic Development, Energy, Environmental Affairs, Finance, Labour, Mineral Resources and Public Enterprises (Wednesday, 9 March 2016)
  • Members’ statements and Committee reports in the National Assembly (Thursday from 14.00)

In addition, there are 22 meetings of Parliamentary Committees scheduled for this week.Issues to be discussed include annual performance plans, strategic plans, climate change and COP21, and Eskom’s application for the Multi-Year Price Determination.

Tomorrow, the Standing Committee on Public Accounts will hold public hearings on the 2014/25 Annual Report & Financial Statements of the South African Post Office in Parliament.

The Portfolio Committee on Rural Development and Land Reformwill embark on nationwide public hearings on the extension of security of tenure amendment bill from 12 March 2016. The Bill seeks amongst others to amend the Extension of Security of Tenure Act, 1997 and insert certain definitions; to substitute the provision of subsidies with tenure grants.

This week’s briefing sessions include:

  • Portfolio Committee on Cooperative Government and Traditional Affairs to be briefed by the South African Local Government Association (SALGA) on its Annual Performance Plan (8 March)
  • Portfolio Committee on Transport to be briefed by the Passenger Rail Agency of South Africa (PRASA) on the implementation of the recommendation from the Auditor-General on the PRASA 2014/15 Annual Report (8 March)
  • Select Committee on Finance to be briefed by the National Treasury on the Revenue Laws Amendment Bill (10 March 2016)
