Gauteng Legislature embarks on oversight visits in Vaal Region, 9 Sept

COGTA & Human Settlements Portfolio Committee conducts oversight visits

Led by Honourable Chairperson, Mohatla Alfred Tseki, the Gauteng Provincial Legislature’s Cooperative Governance and Traditional Affairs (COGTA) & Human Settlements Portfolio Committee will embark on oversight visits in the Vaal Region. The visits are scheduled for Friday, 9th September 2016 and part of the Portfolio Committee’s Focus Intervention Study (FIS) identified areas.

The Portfolio Committee deliberated on and adopted The effectiveness of the Back to Basic Programme since its establishment in 2014 and beyond - A case of Westonaria and Randfontein; and Evaluating the implementation of the indigent policy in Gauteng: Emfuleni as the focus areas for CoGTA FIS. The Portfolio Committee will conduct sites visits in Emfuleni and Midvaal municipalities, particularly to the beneficiaries of indigent grants.

To make the FIS more focused, the Committee received presentations from the Department of Cogta and municipalities on the FIS identified topics.

The objectives of the FIS are as follows:

  • The budget allocation of the Back to Basic Programme.
  • Since its implementation in Westonaria and Randfontein, the successes and challenges experienced thus far.
  • Ways to improve the programme.
  • How it is different from the previous Local Government Turnaround Strategy that was established in 2009.
  • Priorities of the 2016/17 financial year of the Back to Basics programme for the 2016/17 financial year and beyond.
  • How the indigent policy implemented.
  • Monitoring and evaluating mechanisms (regulatory and statutory framework).
  • Progress made in terms of poverty reduction and employment opportunities.
  • The challenges and achievements experienced during the implementation of the policy.
  • How the Department can improve the implementation of the indigent policy.
