B2B is a programme of priorities for five years

Back to Basics (B2B) is a government service delivery programme for implementation in the current electoral term without fail, so says the MEC for Cogta-EC Fikile Xasa.

In his opening remarks at a one day political MuniMEC meeting held at the Alfred Nzo District Municipality today, MEC Xasa said the implementation of the programme was in line with the electoral priorities of the present ANC government. The meeting meets on a quarterly basis to deal with matters of service delivery, share best practices in the interest of Intergovernmental relations.

The meeting is attended by mayors from all 45 municipalities of the Province, Heads of Department of sector departments, Municipal Managers, representatives from State Owned Enterprises (SOE), Chapter 9 institutions and traditional leaders.

“B2B is not done fashionably rather is a programme of priorities to expedite much needed services to our people,” said MEC Xasa.

He added that for the current financial year there should be no disclaimer audit opinions from all 45 municipalities in the Province.

To reverse the current trend, we call for strong leadership that can take decisions and give political leadership in municipalities.

“Political leadership in municipalities must take the centre stage and prevent the abuse of government institutions to serve individual interests at the expense of quality services to our communities.”

He said his department will have to provide support to municipalities differently to “move all of them to an ideal position.” He said municipal action plans on B2B should indicate progress or regression in the implementation of the five pillars.

The meeting was appraised of positive progress being made in the two EC Metropolitan Municipalities namely Buffalo City and Nelson Mandela after political interventions were made that saw the introduction of new municipal leadership in the two Metros. “We are satisfied with the performance of the two Metros as we see that our section 145 support to both is beginning to yield positive results,” concluded MEC Xasa.
