Okubalulekile, kufanele sivikele isithunzi sohlelo lokuhweba lomhlaba, siqedele izingxoxo zamanje ku-Doha Round zezingxoxo zokuhweba emhlabeni, nokuqinisekisa ukuthi intuthuko ayincishiswa.

Isifundo sesikhathi eside kulolu lwazi ukuthi sidinga ubambiswano olunamandla kwababambe iqhaza kwezomnotho ezingeni lasekhaya nelamazwe omhlaba, hhayi ngokumisa umthelela wenhlekelele nje kuphela, kodwa ukufaka izindlela ezizovimbela ukuthi kuphinde kwenzeke.

Ezweni lethu, sizoqala lezi zinto njengengxenye yohlelo lokubeka umphakathi wethu ekukhuleni okuphezulu nasemgudwini wentuthuko. Ubude besikhathi maqondana nokuthola umzila kungenzeka ukuthi kweluliwe kancane. Kodwa asingabazi ukuthi umzuzu ubuzofika ngokushesha ngaphandle kokuchitha isikhathi.

Maqondana nalokhu, kuzoba semqoka kakhulu ukuthi izwe lethu silibeka kanjani emathubeni ahlukile okusizakala esihlangana nawo. Lapha ngibhekise ngqo kwiNdebe yoMhlaba ye-FIFA yowezi-2010 kanye neNdebe yeNhlangano ezoba sezinyangeni ezimbalwa ukusuka manje. Emasontwweni amabili edlule, iNingizimu Afrika neMali baqede ingxenye yamagugu ukulondoloza amamanyuskripthi asendulo e-Timbuktu.

Leli fa elicebile likhombisa i-Afrika njengophawu lwethemba lesayensi nemibhalo, ifilosofi kanye nezomnotho, okwaphazanyiswa ukuhweba ngezigqila kanye nokuhlangahlangana komcebo wase-Afrika.

Umzamo kufanele usenze sikwazi ukusebenza namanye amazwe ezwenikazi lethu futhi nangaphandle kwasekhaya siqhubeke sibe sesimeni sabantu abangcono.

Ngaphezu kweminyaka eyi-15 azange singazami ukuqinisekisa ukuthi i-Afrika ithola ukuvuselelwa kulokho okufanele engabe kwenziwa ngempela kube Ikhulu nyaka le-Afrika. Yilokhu, futhi yilokhu kuphela okwenze ukuthi siqhubeke nokusiza abantu base-Zimbabwe ukuthola isixazululo sesikhathi eside kule nhlekelele yaleliya lizwe. Sihalalisela zonke izinhlangano e-Zimbabwe ngokuphetha izingxoxo, ngokuthi balethe umklomelo wokugcina owawuyilokhu uyisifiso sabantu baleliya lizwe kanye nengxenye yezwekazi iyonke: uhulumeni ophilile nosemthethweni owenzelwe ukubhekela izinselele abantu ababhekene nazo. Manje umsebenzi wokwakha kabusha usungaqala ngamandla; kanti abantu baseNingizimu Afrika bahlala njalo bekulungele ukusiza lapho esingasiza khona. Maqondana nalokhu, kunesidingo esiphuthumayo sokusiza ngokubhekana nenhlekelele yabantu kulelo zwe. Sqinisekile ukuthi, ngoba uyanakekela, umphakathi wamazwe omhlaba uzobambisana nabantu baseZimbabwe lapho bebhukula belandela umkhondo omusha.

Sikhuthazekile ngokuthi noma ngabe yikuphi abahlangabezana nakho nabakuqalayo okungakhombisa inqubekela phambili yabantu base-Democratic Republic of Congo ekumasheni kwabo beya ekuqineni nasenqubekeleni phambili, leyo nqubekela phambili angeke iguquke.

Njengoba kuke kwafakazeleka ezintuthukweni ezahlukene ezinyangeni ezimbalwa ezedlule, iNingizimu Afrika izosebenzisa ilungelo lokuba ngusihlalo we-SADC ukuqinisa lesi sikhungo sesifunda esibalulekile, kugxilwe ikakhulukazi ekuqaliseni ukusebenza kwezixazululo ze-Summit kanye nokuqinisa ukubumbana kwesu lesifunda.

Kanti futhi khona lapho sizokwenza ngcono ukuxhumana kwe-SADC neMakethe Ejwayelekile yaseMpumalanga neyaseNingizimu ne-Afrika kanye noMphakathi waseMpumalanga ne-Afrika. Le mizamo izokwenziwa ukuze kwelulwe kunokuthi kwenziwe buthaka ubudlelwano obubekiwe bajula esinabo ne-Southern African Customs Union (SACU).
Kulo mcimbi sihalalisela abantu nabaholi base-Zambiya, e-Ghana kanye naseMelika ngokhetho oluwuphawu olungale kwemingcele emincane yamazwe ezwe labo.

Sizohlala njalo sifuna ukuqinisa ukubambisana nalaba kanye namanye amazwe ukulandelela lokho okuhle ebantwini.

. Sinenhlanhla yokuthi kulo nyaka siphetha imigubho yeminyaka yeshumi lokuqala yobuhlobo bobunxusa neRiphabhliki Yabantu base-China. Kule minyaka, kwacaca kunangaphambilini ukuthi kunenzuzo enkulu kithi sobabili engazuzwa ngalokhu kubambisana.

Sithanda nokuqinisekisa ukuzibophezela kwethu ebudlelwaneni obukhulu esibenze ne-Brazil kanye ne-Indiya ngokusebenzisa i-IBSA; kanjalo nobudlelwano obuqina ngamandla izwe lethu elibenze neRashiya kanye namazwe ase-Asia, i-Middle East, kanjalo neLathini neMelika eseNyakatho.

Ezikhathini ezingasabaleki siye sazwakalaisa ukukhathazeka kwethu ngokuqhubeka kwengxabano yaseMpumalanga eMaphakathi jikelele ikakhulukazi kwa-Israel nasePhalestina. Akuchazeki ukuphoxeka kwethu ngokubhebhetheka kwakamuva nje kwengxabano nokulahleka kwezimpilo okukhulu, ikakhulukazi abantu abangenacala kubandakanya izingane, abesifazane nabantu asebekhulile.

Angeke kuze kube nencazelo yalokhu kucekela phansi okungenangqondo kanye nale ndlela yokuziphatha enonya nodlame. Siyethemba kulokhu ukuthi le mizamo yomphakathi wamazwe omhlaba evuselelwe kabusha yokuthola isixazululo sesikhathi eside sale ngxabano izothela izithelo, ukuze abantu bakwa-Israyeli namaPhalestina bezokwazi ukuphila ngokuthula nokuvikeleka njengomakhelwane ezindaweni ezizimele.

Sihalalisela uhulumeni nabantu base-Cuba kulesi sikhumbuzo sama-50 bathola ukuzimela kanye nenkululeko yokuzikhethela indlela yentuthuko.

Sakwazi onyakeni odlule ukuphothula izingxoxo ne-Nyunyana yaseYurophu ngobambiswano lwethu olunesu, futhi siyethemba ukuthi umoya owenza lokho kubandakanyeka uzovuka lapho siqedela izingxoxo zezinhlangano eziningi ngeZivumelwano Zokubambisana Kwezomnotho namazwe asesifundeni sethu.

Silindele ukukuqinisa futhi lokhu kubambisana uma sesisingatha INgqungquthela yeNingizimu Afrika-neNyunyana yaseYurophu ekuhambeni kwalo nyaka.

Kanye namanye amazwe aseNingizimu sizoqhubeka nokulandela imbangela yokuhlela kabusha kweziZwe eziHlangene, isiKhwama seMali samaZwe Omhlaba kanye nezinye izikhungo zezinhlangano eziningi ukuze bakhombe ushintsho kanye neqiniso lomhlaba oshintshayo basebenze ngendlela yentando yeningi, yokulingana neyokwenzela izinto obala.

Siyazibophezela futhi ukuhlangabezana nezinhloso zezivumelwano zamazwe omhlaba, kubandakanya i-Kyoto Protocol kanye nabalandeli ngezinzuzo zesizukulwane esizayo phakathi kwabantu bethu kanye nabantu bomhlaba.

Mama Somlomo noSihlalo Ohloniphekile;

Imizamo yethu emibili yaziswa imigomo emibili eyisisekelo: isidingo sokuqedela igunya elanikezwa lo hulumeni ngowezi-2004; nokubaluleka kokuqinisekisa ukuthi uhulumeni ongenayo emva kokhetho uthola iplatifomu elungile ukuqalisa izinhlelo zakhe ukusebenza ngaphandle kokubambezeleka okungachazeki.

Ezinyangeni ezimbalwa ezizayo ngokuncika okhethweni lukazwelonke nolwezifundazwe, sizozama ukuqedela lelo gunya elamukelekile. Njengengxenye yamaphrojekthi amaningi anemininingwane asohlelweni loHlelo Lokusebenza lukahulumeni, sizoqaphela:

* ukwenza amandla okusebenza adingekayo ekwenziweni kwemisebenzi okwenziwe ngcono nasekuhlanganeni okungcono ngaphakathi nakuzo zonke izigaba zikahulumeni, kubandakanya uhlelo lwesu lukazwelonke;

* ukuqhubeka nomkhankaso wokuLwa Nendlala nokuqedela uhlaka lweSu Lokulwa Nendlala Eliphelele ngokubonisana nomphakathi ngokwenziwayo;

* ekuqaleni ukusebenzisa uhlelo oluphelele esilwenzile ukuqeda izigameko zekholera ezingxenyeni ezahlukene zezwe;

* ukuqhubeka nocwaningo kanye nokubonisana ngoHlelo Lokuvikeleka Komphakathi Oluphelele, kubandakanya udaba loMshuwalense Wezempilo Kazwelonke;

* ukuqinisa umkhankaso wokonga amandla kagesi, ukuze sibhekele ubunzima bukagesi nokushintsha indlela yethu yokuziphatha, sibe futhi khona lapho sisheshisa amaphrojekthi okwenza amandla amasha nokusebenzisa imithombo kagesi ehlukile sazi ukuthi ukwengeza emiphumeleni yokushintsha kwesimo sezulu, izidingongqangi ezifana namafutha kawoyela wezinsalela futhi namanzi ayehla ngesikali esifanayo lapho ukufuneka kwawo kukhula;

* ukuhlanganisa emsebenzini wamaQoqo afanele okutholakele ocwaningweni ekungeneleleni kweZomnotho Kwesibili njengohlelo lomsebenzi womphakathi, ukwesekwa kwamabhizinisi amancane kanye nemizamo yokuthuthukisa izindawo zasemakahaya;

* ukuqinisa imizamo yokuvuselela kabusha uhlelo lwezobulungiswa obubhekela ubugebengu, kubandakanya amandla angcono asemthethweni, ukukhula ngokushesha kwenamba yabaseshi, ukusetshenziswa ngokugcwele kolwazi kanye nobuchwepheshe bokuxhumana, kanye nokuphathwa kwezinkantolo; kanye

* nokuxhumanisa izinhlelo okuhloswe ngazo ukuqinisa imishini ebhekana nezindaba zokulingana ngokobulili njengokumelelwa ngo-50/50 ezakhiweni ezenza izinqumo, ukuthuthukiswa kwentsha, amalungelo abantu abakhubazekile kanye namalungelo ezingane kubandakanya ukuqedela ukubonisana ngeNqubomgomo Yentsha Kazwelonke, kulungiselelwa ukuqalisa ukusebenza koMqulu Wentsha Yase-Afrika uma ngabe seyisetshenziwe yiPhalamende, nokumisa Inhlangano Yokuthuthukisa Intsha Kuzwelonke; ukwethula i-SADC Protocol ngoBulili kanye neNtuthuko ePhalamende; ukuqinisa ukukhuthaza ngamalungelo abantu abakhubazekile; nokwelula inamba yomasipala abenze Izindawo Okugxila Kuzo Amalungelo Ezingane ngaphezu kwama-60%.

Lezi zinhlelo kanye nezinye, kubandakanya nemiSebenzi emQoka akhonjwe kuNkulumo Echaza iSimo seZwe ngoNhlolanja owedlule, yakha isisekelo semizamo yethu yokuphetha igunya elamukelekile nokwenza isisekelo sekusasa.

Sizoyiqinisa imizamo yethu ekhuthazwa ngugqozi, ithemba kanye nokuqina kwabantu baseNingizimu Afrika ngokulandelela lokho okuhle kithi sonke. Lokhu kuwumthombo wokuzethemba kwethu uma sithi isizwe sisesimeni esihle. Umbuso wethu wentando yeningi uphilile. Kancane kancane ukhula ngamandla.
