In the light of media reports regarding Draft Regulations on 'The Control of
Foreign Sports Persons in South Africa (2009)', and 'The National Colours
(2009)', as well as their distribution to national sport federations, Sport and
Recreation South Africa (SRSA), wishes to clarify the following:
1. A letter was sent to all federations with regards to the said draft
regulations between October and December 2008, informed by the fact that they
(federations) are major stakeholders of SRSA, and their input on the draft
regulations should be obtained prior to inviting public comment.
2. Contrary to media reports, correspondence for input was issued as
follows:
* With regards to the Draft Regulations on The Control of Foreign Sports
Persons in South Africa, the correspondence to federations was sent out on 31
October 2008, with a deadline of 30 November 2008.
*. The Draft National Colours Regulations were sent out to federations on 17
December 2008 and the final date for comments was 20 January 2009.
3. The deadline for draft regulations on both 'The Control of Foreign Sports
Persons in South Africa (2009)', and 'The National Colours (2009)', has been
extended to 12 February 2009 after the South African Rugby Union (SARU)
requested for an extension.
4. Following submissions from the federations, a further internal
consultation process would be embarked on before the regulations are gazetted
for public comment.
