Mr M J R de Villiers (DA-WC) to ask the Minister of Basic Education:

(1) What programmes and discussions are currently in place to implement the “inspector” process at schools as stated by the President in the 2010 State of the Nation Address?
(2) Whether any role-players will be consulted to assist her department (a) With the implementation of the process and (b) in providing guidelines on the criteria and duties that will be given to these inspectors; if not, why not; if so, what are the details?

Answer
(1) the ministerial committee report released in 2009 recommended that, amongst others, an interim structure for National Education, Evaluation and Development (NEEDU) be set up to facilitate the establishment of the unit. Subsequently, an interim CEO was appointed to drive the process NEEDU establishment process. NEEDU was formally established in the department from 1 April 2010.
(2) After the ministerial committee report was published, stakeholders were given the opportunity to submit inputs. Furthermore, the DBE is planning to convene a broader stakeholder workshop this year to further discuss ways of strengthening NEEDU processes. The workshop will also involve international experts with vast experiences in school and teacher evaluations.
