Introduction
I am honoured to have the opportunity once again to table the Budget Policy Speech of the Department of Social Development.
The department presents this Policy Speech after constructive engagement and serious debates towards the implementation of a comprehensive, effective and efficient qualitative service delivery system which will contribute in improving the social well-being and the enhancement of the social functioning of the poor, the vulnerable and the marginalized in the Eastern Cape.
However, we are mindful of the challenges faced by our society presented by the continuing acts of violence against children and women in particular older persons. Our consciousness and patience is being tested by these rising brutal attacks against women and children; must we as a society conform to a situation where a section of our own population continues to be a victim of a cruel, inhumane and violent behaviour?
