Honourable Premier,

In 1994 the African National Congress (ANC) in its general elections manifesto wrote:

“Democracy means more than just a vote. It must be measured by the quality of life of ordinary people - men and women, young and old, rural and urban.  It means giving all South Africans the opportunity to share in the country’s wealth, to contribute to its development and to improve their own lives”. In the same manifesto, the ANC pledged to make education a priority.

This year’s results come four months before we celebrate 20th anniversary of our democracy. In memory of President Nelson Mandela who said: “Education is the most powerful tool which you can use to change the world”, we draw inspiration and wisdom from these words, and many years to come we shall continue to ensure that this powerful weapon is used to improve the lives of our people. The single most important key to development and poverty alleviation is education.

Guided by the status of the economy and the conditions under which our people are living in, we are obliged to increase investment in education.

Education is like a tree that bears fruits. It is not planted so that it can grow, bear fruits, be harvested and left to whither and finally disappear. With hard work education takes roots. It replenishes. It nurtures a life-long love for learning, and it transforms the opportunities families have for generations to come.

The Freedom Charter says “the doors of learning and culture shall be opened”. In living up to the ideals of the Freedom Charter, 96.3% of our schools are no fee schools, 97.2% of our learners benefit from the National Schools Nutrition Programme and there are learners who are benefitting from the scholar transport. These figures clearly illustrate that education provisioning in Limpopo is almost free.

The National Development Plan (NDP) and the education sector long term strategy, “Action Plan 2014: Towards the realisation of schooling 2025” are the endeavours by Government and the Department of education respectively to jointly address the challenges in government and education in particular. The state of education in the country is therefore improving for the better as is seen in the 2013 results.

Frantz Fanon, one of the intellectuals of our times, once said that: “Every generation has a mission to fulfil or betray”. The generation of Nelson Mandela came with their mission, which has been fulfilled. The country is now liberated, and we all have equal rights and opportunities. In essence it means Nelson Mandela and his generation have handed over the baton to all South Africans, especially the Grade 12 of 2013.

Looking at you today, the question we would like to put forward is: will you be able to fulfil the mission of economic development of Africa as a continent and our country in particular; or would you want to be remembered as a generation which has not contributed anything of value to the country’s freedom, prosperity and development. I am raising these issues precisely because there are challenges of drug and substance abuse by young people as well as teenage pregnancies in our societies.

Honourable Premier,

The Grade 12 examinations are high-stakes exams whose integrity and quality should be maintained and guaranteed. I am proud to say that our Province has been administering these examinations without any incident for years even though it is one of the Provinces with high Grade 12 enrolment figures. For this, I want to commend both the Examination and Curriculum Sections for their persistence to achieving such high standard of professionalism.

Government expenditure investment in the education sector has progressively grown in the previous years. Investments in infrastructure and learner and teacher support materials, amongst others, are attributable to the increase in the 2013 Grade 12 pass rate.

We are confident that going forward we will improve in the provisioning of the tools of trade in support of curriculum delivery and implementation.

Ladies and gentlemen,

The Department of Education is working very hard to achieve its objectives including what has brought us here today. I want to pay particular tribute to our top learners and schools who have performed exceptionally well and are invited here today together with their parents, principals and teachers to join us as we release the Grade 12 NSC results for the 2013 academic year.

It is also a chance to say: Ku dya i ku engeta. Baie dankie!

The 2013 NSC results confirm once more my deep belief in our public schools and their mission to build the mind and character of every child from every background by providing all of our children with access to high quality education.

Ladies and gentlemen,

Limpopo is the third Province with the highest enrolment figures in the Grade 12 NSC Examinations after KwaZulu-Natal and Gauteng provinces.

In Limpopo Province, the National Senior Certificate examinations in 2013 involved a total of 82 483 full time candidates. These candidates wrote in 1 414 examination centres. Altogether, learners wrote a total of 169 examination question papers; and the answer scripts were marked by more than 5 000 markers.

In 2013, 83 560 full time candidates registered to sit for the National Senior Certificate. Of the 82 483 full time candidates who wrote, 59 183 passed. This translates to 71.8% pass percentage. The fact that 59 183 learners passed is an indication that the province is working very hard to ensure that the majority of our learners pass.

The increase in our Grade 12 NSC results from 48.9% in 2009 to 71.8% in 2013 is tangible evidence that we have turned the tide, and that we are well on our way to turn our dreams into reality. The 71.8% achieved by the class of 2013 is the highest pass rate achieved in the province since the advent of democracy in South Africa.

The number of bachelor passes from 15 324 in 2012 to 18 781 in 2013. The increase in the number of bachelors is a clear indication that the improvement in pass percentage is not only quantitative but qualitative as well.

It should also be noted that our province has high enrolments in Mathematics and Physical Sciences. The pass rate in these subjects has been improving for the past years. Furthermore, the results for Mathematics and Physical Sciences also show greater differentiation at the upper levels as well as quality. These results are a product of sheer hard work, determination and commitment from our officials, teachers, learners, parents and education partners.

Indeed it is important that we recognise and appreciate the continuous support that we receive from partners in education. Many of our partners are running programmes in the under-privileged areas of our province. Indeed working together we can do more.

The partnerships have assisted the province to register significant numbers of entries in Mathematics and Physical Sciences, despite the province being predominantly rural.

The improvement in learner performance didn’t just happen overnight in the past years. Learner performance was brought about by the many interventions that the department conceptualised and implemented over a period of time. Let me mention some of these interventions:

  • We held an intensive four-week long radio enrichment lessons in partnership with the three local SABC radio stations (Munghana Lonene FM, Phalaphala FM, and Thobela FM) to boost our learners’ revision in nine (9) gateway subjects, namely, Mathematics, Physical Sciences, Life Sciences, Agricultural Sciences, Geography, History, Accounting, Business Studies, and Economics.
  • Over the years we developed, printed and distributed to schools thousands of a variety of educational resources which included: in- school monitoring and support guides, learner self-study guides, teacher intervention guides, question banks, previous question papers and their memos. Unfortunately, some of these interventions could not happen on time in this financial year due to financial constraints.
  • We intensified our in-school monitoring and support. This was done in order to make sure that our learners do not lag behind with curriculum coverage, time on task, appropriate assessment practices to mention but a few.
  • Some schools supported by Districts and Circuits on their own initiatives held winter lessons for their learners in selected subjects.
  • We launched “Tshumisano” programme in which the Senior Management Staff are deployed to the schools in need of assistance. Amongst others, we had the Grade 12 Monday Shining Stars project which was a reminder to all members of the society to support the 2013 Grade 12 learners. I would like to thank the Honourable Premier in particular who would always be wearing a school uniform every Monday without fail. Re re le ka moso!

Honourable Premier,

In as much as I am happy with this year’s Grade 12 performance, I do not for a moment believe that we have reached the pinnacle of our performance as a Province. Limpopo is known for its rich history and the good practices in matters of education. And furthermore we are saying our history in education will not be a paragraph but a chapter on its own.

Ladies and gentlemen,

My philosophy is that everyone has to contribute – from parents to teachers, from unions to corporations to business partners, from elected officials to traditional and church leaders. We all must have a stake in accelerating the pace of progress in our schools and communities.

We take this opportunity to thank officials in the Department of Education, parents, School Governing Bodies and learners who have contributed to this achievement. To the eyes of the critics, the achievement of 71.8% may look small, but I can tell you, the larger community of the Province of Limpopo is very proud to be associated with men and women of your calibre.

One of the past presidents of the United States of America, Abraham Lincoln, once said: “I walk slowly but I never walk backward”. Victory will be mirrored in your faces as you traverse the length and breadth of the province, the country and the globe.

To those principals who did not pull their socks to improve their school results, action and very serious action will be taken this year.

Let us remind our principals that we are running a company. Principals should regard themselves as chief executive officers of companies who are accounting to the shareholders, in this instance, we are referring to parents. At the end of the year, there must be profits; we are referring to the development of human capital. John Hartung said: “Evil is bad sold as good, wrong sold as right, injustice sold as justice”. If there is no productivity, why should you continue holding these positions of authority?

Honourable Premier

Please allow me now to present to you the National Senior Certificate Awards for the 2013 Academic Year.

  1. Top 3 Districts: Grade 12 NSC 2013

This category recognizes the three best performing Districts in the province. However, before I reveal the performance of the top three Districts, let me refresh your memory on how they performed in 2012:

  1. Vhembe (76.8%)
  2. Capricorn (66.0%)
  3. Mopani (63.2%)
  4. Sekhukhune (63.0%)
  5. Waterberg (60.1%)

As you can see from the above results, ALL Districts improved their performance as follows:

 Vhembe improved by 3.8% from 76.8% to 80.6%

  1.  Waterberg improved by 10.5% from 60.1% to 70.6%
  2.  Capricorn improved by 4.1% from 66.0% to 70.1%
  3.  Mopani improved by 6.0% from 63.2% to 69.2%, and
  4.  Sekhukhune improved by 2.8% 63.0% to 65.8%

It should be noted that in both 2011 and 2012, Vhembe District performed above the national average. And again in 2013, the District has performed above the national average. Of serious note is that this District s is among the top 10 Districts nationally. This is an achievement worth celebrating.

  1. Top Circuit per District (500 candidates or more)

In recognising best performing Circuits per District, only Circuits which have 500 or more candidates who sat for Grade 12 National Senior Certificate Examinations are considered. These circuits have obtained the highest percentage passes within their respective Districts (overall pass percentage):

In Capricorn the best performing Circuit remains Pietersburg. In Sekhukhune, although Moutse Central remains the best Circuit, in 2013 it shares the glory with Glen Cowie. In Mopani, Nkowankowa Circuit has been displaced by Man’ombe Circuit. The same applies to Vhembe District and Waterberg Districts where Soutpansberg East and Mahwelereng have been unseated by Tshinane and Potgietersrus Circuits respectively.

Congratulations to Circuit Managers, officials, principals, teachers and learners who belong to these Circuits and have contributed to this performance. We hope this performance will not result in you becoming complacent and thus lose the momentum that you have gained.

In conclusion

Ladies and gentlemen, when one looks at these results that we have just announced this morning, one is convinced that you do not have to come from a privileged or underprivileged community in order to accomplish great things. You just have to be driven, be persistent and willing to learn.

As a Province we are well aware that there is a lot that still needs to be done. We are also aware of the challenges that continue to plague the education system, especially the following: time on task, teacher and learner absenteeism, poor leadership and lack of accountability, poor classroom practice, as well as unnecessary work disruptions and stoppages. I appeal to all of us present here to continue to intensify our efforts to address these weaknesses.

To the principals, teachers and all officials within the realm of education, my message to you is simple.

It is never easy to challenge oneself, to challenge the traditional way of doing things, but your creativity and leadership are so important to helping our learners to prepare themselves for tomorrow, not yesterday.

Thank you for helping our learners to explore their options regardless of their circumstances, find their passion, and prepare for careers that provide ladders to their dreams.

Ladies and gentlemen, to the Class of 2013 “what lies behind and what lies before us are tiny matters compared to what lies within us” (OW Holmes). The nation is counting on you to create, to innovate and to lead. Therefore, go out there and lead by example and make us proud. South Africa needs your skills, your passion, your compassion, your patriotism and your talents to compete and prosper in a knowledge-based globally competitive economy.

I believe I shall be betraying the spirit of unity of my organisation if I don’t thank those who came before me. This baton of transforming and democratising education was first given to Dr Aaron Motsoaledi who passed it to Dr Joe Phaahla, Mr Edgar Mushwana, Mme Joyce Mashamba, Dr Aaron Motsoaledi, Mr Dickson Masemola and then to myself. I would like to thank them for the hard and good work they have done in the Department.

To the Portfolio Committee on Education, I would like to thank you for providing oversight and keeping the Department on its toes by ensuring accountability through the system.

My special thanks go to the Honourable Minister of Basic Education, Mme Angie Motshekga for her leadership and support. Another special thanks go to the Premier and my colleagues in the Executive Council for the tireless support and guidance.

How can I forget to thank my organisation, the ANC, for having given me this opportunity in the past seven months?

Last but not least, I would like to thank the Acting Head of Department, the Administrator, the Executive Management Committee (EMC), all SMS members and the entire staff of the Department for their sterling work.

Honourable Premier, ladies and gentlemen,

Before I step off the podium, I want to leave you with this quote from Billy- Guy Bhembe: “Your world is only as big as your imagination! Many of us are conditioned to think that your world begins in a village or a township and it will end there. Yet we forget that all men are born free, free to learn, free to explore, free to be and see anything under God’s shadow”.
