Honourable Speaker;
Honourable Premier;
Colleagues in the Executive Council;
Honourable Members of the House;
Distinguished guests;
Ladies and gentlemen;
The masses of our People in all corners of the province;
Our Stakeholders and;
Ladies and gentlemen.

According to Statistics South Africa Census of 2012 the Eastern Cape province has experienced substantial out-migration whereby over 400 000 people left the country between 2006 and 2011 which is the highest of all the country’s provinces. In the light of per capita budget allocation this means a negative impact on the Eastern Cape’s service delivery objectives.

The Eastern Cape is famous for producing some of the country’s finest Intellectuals, Administrators, Policy Makers, Engineers and other professionals, yet the province does not reap the rewards of employing these professionals. The president of the Republic, Honourable JG Zuma declared last year as the year of infrastructure development, and I am proud to say that as leaders of the road and building infrastructure delivery in the Eastern Cape, we have made strides in heeding to the president’s call.
