They have declared 2010 as a year of working together to accelerate service delivery. A YEAR OF ACTION nothing else and that is exactly what this department is committed to. Quality basic education

Social welfare services

  • Older persons: R37,4 million
  • Pre-statutory and statutory services to children in need of care and protection as well as children living on the streets and shelters: R47,6 million
  • HIV and AIDS: R22,8 million

  • Persons with disabilities: R14,4 million
  • Crime prevention and support: R3,4 million. The focus areas will be the implementation of crime prevention programmes for children and youth, development of a responsive secure care centre model and the implementation of a diversion regulatory framework and accredited system.

Social Work Indaba

I would further like to bring to your attention that the department successfully hosted a Social Work Indaba where best practice strategies were deliberated upon for further improvement of professional services. On 25 March we will be celebrating the provincial chapter of the International Social Workers Day. In addition to the renewal of the pledge, we will also be acknowledging those social workers that have passed on.

Safe South Africa for all

Crime prevention and community safety

Re hlasela ka social workers di police stationing. The safety of the communities of the Free State is the responsibility of everyone who lives in the province. The department is partnering with the Department of Police, Roads and Transport to ensure that the members of the police and the community at large have access to social work services. We will be deploying our social workers into 19 police stations where they will be rendering the critical and necessary social work services.

I would like to thank the premier for his guidance and commitment, all staff of the department and can never forget to thank my husband and children for their unwavering support.

Protection of women and girl children

Speaker,

Human trafficking has become a problem especially in Bloemfontein and we are working together with the police and church organisations to combat the scourge, TO STOP THE MADNESS! This inhumane behaviour undermines the legacy and the very foundations upon which our democracy was built led by our leaders Albert Luthuli, OR Tambo and Nelson Mandela. We cannot rest while our province is being destroyed.

We call upon the communities of the Free State (councillors, business people, and ordinary citizens) to wage war (ya mahlo a mafubedi) against human trafficking.

The upcoming world soccer tournament has brought a further challenge of increase in social ills which we must confront now. Malapeng a rona le dikolong ha re lwantsheng bo otswa bona hore re tle re qobe mathata a HIV le AIDS, hlekefetso ya basadi le bana.

During the 2010/11 financial year R11,6 million has been set aside for support and prevention of sexual and physical abuse of women and girl children. Further, to empower rural women through capacity building, the department will fund girl child and women development programmes managed by non-profit organisations (NPOs). The total allocation will be R1,6 million.

A long healthy life for all

The health of the people of the Free State determines the success of the province; hence it is important for us to work together with the Departments of Health and Sport, Arts, Culture and Recreation in our efforts to promote "a healthy Free State community". We will in this regard implement the Golden Games Programme with the abovementioned departments.

Substance and alcohol abuse remains a challenge to our communities and we need to accelerate our prevention and treatment services. We will be involving 75 schools to implement the "Ke Moja" programme and 4 500 learners will be reached by this prevention programme. We also intend to involve the social clubs in this endeavour where 40 of these clubs will be implementing "Ke Moja".

In relation to treatment, 600 people will be provided with access to utilise in-patient treatment centers. A total of 1 000 patients will be counselled, referred, screened and assessed for a appropriate intervention. The Department of Social Development has set aside R14 million for substance abuse services during the 2010/11 financial year.

Disabled People South Africa (DPSA)

Following various meetings with different stakeholders including DPSA, we shall continue to protect and promote the rights of people with disabilities. We will initiate special capacity building programmes and increase financial support in order to widen access to independent living for persons with disabilities.

Gogo-getters programme in partnership with Love Life

It is our commitment to constructively engage our older persons into programmes such as the Gogo-getters that we will be implementing in partnership with Love Life. Through this programme, our older persons will contribute to the care of the orphans and vulnerable children. They will also share values and indigenous knowledge with our children whilst also benefit from active ageing programmes.

The department is currently embarking on campaigns nationally, to encourage the early registration of birth and young people turning 16 years to apply for identity documents (IDs). Some of the campaigns are as follows:

* Birth registration: within 30 days
* Late registration of birth
* ID applications for 16 year olds
* Registration of customary marriages

The campaigns are in conjunction with district and local municipalities and other stakeholders. These campaigns will be officially launched by the President Zuma on 23 March 2010.

This department is aware that an estimated 2.5 percent of the Free State population is undocumented and need to be assisted. The campaigns seek to take the services to the people and to make sure that citizens are provided with their constitutional rights. That is the legacy that we must leave behind as ANC government.

Social grants

Decent employment through inclusive economic growth

Honourable Speaker, please allow me to reflect the difference that we have made in the lives of our people by making our grants accessible to the most vulnerable. While social grants are one form of reducing poverty, the department is ensuring that grant recipients are linked to economic opportunities. According to the Free State growth and development strategy, global insight 2006, there are 11 poorest municipalities in the province, namely:

* Tswelopele
* Tokologo
* Phumelela
* Mafube
* Setsoto
* Nala
* Naledi
* Nketoane
* Mantsopa
* Masilonyana
* Mohokare

In this financial year, out of 11 poorest municipalities which we profiled, five of the 11 are ready to commence with their programme of linking grant recipients to economic opportunities. Each project is allocated R450 000 which benefits 20 beneficiaries per municipality. The national Department of Social Development is funding these projects to the value of R4.9 million.

Youth development

We have prioritised three vulnerable groups for 2010, the youth, women and persons with disabilities. Our Youth Development programme targets youth who are out of school between the ages of 18 and 35.

We intend to appoint 350 Masupatsela Youth Pioneers on a new contract from 1 April 2010 until 31 March 2011 and provide them with a stipend.

Our youth development interventions for 2009/10 have resulted in the establishment of community based projects such as Genesis Fashion Design, Kwanda, car wash projects and salons to mention, but a few.

The National Youth Service (NYS) is one of the key programmes that we will be implementing to ensure that we provide our youth with the necessary opportunities that link them with decent employment through inclusive economic growth. We will be recruiting 500 young people who will be part of NYS and we will provide them with an accredited training on child and youth care on national qualifications framework (NQF) level four.

As the honourable premier has already indicated in his budget vote speech, 200 of these young people will be recruited from Botshabelo and the remaining 300 will be from the other four districts of the province. We will be launching this programme on 16 June 2010 as a major highlight of our programme for Youth month. The total allocation for youth development programmes including the implementation of the National Youth Service is R24 million.

The construction of a Secure Care Centre in Thabo Mofutsanyana is allocated R30 million.

Service delivery partnerships

Allow me to share these wise thoughts with the house, Kahlil Eibran said: "let the best be your friend", John Hay said: "friends are the sunshine of life", Mother Teressa went further to say: "spread love anywhere you go, let no one ever come to you and leave without being happy". Friends of the Poor Partnership programme

Men and women have partnered with Social Development to assist us with the following projects:

* Construction of the clinic in Hennenman with Tau-pele Construction to a tune of R250 000
* Equipment for Moroka hospital in Thaba Nchu where we partnered with Windmill Casino for the amount of R1,5 million
* Renovation of Iphahamiseng Crèche in Parys where we partnered with First National Bank (FNB) for the amount of R144 000
* Erection of tombstones in Qwaqwa partnered with Standard Bank and 10 business women to the amount of R150 00
* The construction of an orphanage starting this April in Tweeling and accommodating hundred children
* Airports Company South Africa (ACSA) is making available an amount of R800 000 for our programmes of youth development
* We have a significant relationship with EDCON, which has donated blankets and clothing for poor communities and children
* We have also received donation for children food from the Adventist Development and Relief Agency (ADRA) South Africa.

Today we are distributing part of the 400 wheelchairs to persons with disabilities, here in Trompsburg, as a donation from Airports Company South Africa (ACSA).

The Friends of the Poor campaign has been infused into Operation Hlasela and we undertake to strengthen this programme. We acknowledge the efforts of municipalities who are participating in this programme. Indeed, working together we can do more.

Allow me to present to you the financial breakdown of the budget.

The budget appropriation for the department for 2010/11 amounts to R721,690 million. The breakdown of the budget for social spending is as follows:

* Programme one which is Corporate Services: R172 931 million
* Programme two which is Social Welfare Services: R486 256 million and
* Programme three which is Development and Research: R62 503 million

Let me take this opportunity to thank all the people who pledged support to the Operation Hlasela fund and request more people to join in pledging towards sustaining this humanitarian cause. Through this fund, we have been able to help students at tertiary institutions to pay their tuition fees and accommodation.
