Government, Sydney Mufamadi, regarding intergovernmental relations between the
Western Cape Provincial Government and the City of Cape Town Metropolitan
Municipality

Opposing views regarding possible change in the type of governance of the
City of Cape Town have the potential to evolve into an intergovernmental
dispute. In order to forestall such an eventuality, I have invited the Western
Cape Province's Member of the Executive Committee (MEC) responsible for Local
Government and Housing, Mr Richard Dyantyi, and the Executive Mayor of the City
of Cape Town, Cllr Hellen Zille, to a meeting scheduled for Wednesday, 18
October 2006, in Cape Town.
My initiative is informed by the provisions of the Intergovernmental
Relations Framework (IGR) Act. In particular, Section 40(1) of the IGR
Framework Act enjoins organs of state to make âevery reasonable effort to avoid
intergovernmental disputesâ. The purpose of the proposed meeting therefore will
be to find common ground in addressing the governance issues that are of
concern to both the Western Cape Provincial Government, and the City of Cape
Town.
