Gauteng Local Government MEC Qedani Mahlangu will honour the provinces' best
performing municipalities during the Vuna Awards at the Midrand Conference
Centre on Friday, 16 November 2007.
The Vuna Awards seeks to promote a culture of performance measurement and
bench-marking as well as highlighting municipal best practices in delivering
services to the people.
"The objectives of these awards are among others to motivate municipalities
to enhance their performance and productivity. As we pursue the global city
region perspective, it is important for each municipality in Gauteng to
determine its developmental and service delivery priority areas.
It is of vital importance for municipalities to take into cognisance the
Gauteng Provincial Government priorities and ensure that every municipality has
the necessary capacity to fulfil its developmental mandate as defined in the
Municipal Structures Act," said Mahlangu.
"It is important to recognise and encourage municipalities that have gone
beyond the call of duty in improving the lives of communities through quality
service delivery.
The awards are meant to promote a culture of municipal performance
reporting, develop innovative and creative ways of enhancing municipal
viability, promote a culture of performance measurement and benchmarking and
promote commitment to service delivery.
They are also intended to highlight municipal best practices and experience,
and the sharing thereof amongst municipalities and to promote the meeting of
public expectations in terms of service delivery," said Mahlangu.
Apart from the participation of district municipalities including
Metsweding, Sedibeng, West Rand and local municipalities of Nokeng Tsa Taemane,
Kungwini, Midvaal, Emfuleni, Lesedi, Westonaria, Mogale City and Randfontein
and the three metros, will also be represented.
The City of Johannesburg, Ekurhuleni and Tshwane, which were previously not
participating because of competing in the provincial level, were included in
this year's awards based on findings of the Gauteng Five Year Review on Local
Government which revealed that an overwhelming majority of households reside in
the three metropolitan areas.
All 14 Gauteng municipalities were assessed based on the following key
performance:
* service delivery and infrastructure development
* local economic development
* municipal financial viability
* municipal transformation and institutional development
* good governance.
The awards were initiated in 2003 by the Department of Provincial and Local
Government in partnership with the Development Bank of Southern Africa, the
National Productivity Institute and the South African Local Government
Association.
