Programme Director, on behalf of the provincial government and the people of North West it is my distinct privilege and honour to extend a warm and heartfelt welcome to each of you today.
Thank you for taking time out of your demanding schedules to convene at this vital gathering.
Your presence today underscores our ongoing commitment and shared vision in reversing the many years of injustice and land dispossession by restoring the dignity of our people.
Programme Director, in his seminal book titled Native Life in South Africa, the founding Secretary General of the African National Congress Sol Plaatje, gives an agonising firsthand account of the devastating and tragic impact of the 1913 Native Land Act on black South Africans.
Through this book Plaatje explains how this Act became a foundational piece of legislation aimed at dispossessing Africans of their land and livelihoods, forcing millions into the migrant system to supply cheap manpower for white-owned farms and growing mining industries.
This historical injustice remains etched in our minds and continues to be a source of our socio-economic challenges, as many of our people continue to live in squalor conditions and grappling challenges of poverty and unemployment.
Similarly, the communities of this area like many other disenfranchised black South Africans still bears the injustices of this Act.
Bagaetsho, we are gathered here today to not only restore the dignity of our people but critically to live up to the ideals and objectives of our forebears who through the adoption of the Freedom Charter proclaimed that “the land shall be shared among those who work it”.
This assertion is given impetus by Section 25 of the Constitution which impresses upon us to implement land reform and address historical injustices through redistribution, restitution, and tenure security.
As we mark thirty years since the adoption of our Constitution we must not relent on our endeavours to change the lives of our people for the better.
I am therefore convinced that this handover which includes the restoration of close six thousand hectares to the communities of Barolong boo Rapulana, Barolong ba ga Seitshiro and Barolong ba ga Phoi will result in the creation of various economic opportunities for locals.
As the provincial government we will support these communities in commercialising their land through various post-settlement initiatives, working hand in glove with the Department of Land Reform and Rural Development.
This will include the utilisation of the Springbokpan Grain Storage Facility, which is undergoing a facelift and is currently ninety percent complete.
This site is designed to include a milling plant for manufacturing maize meal and oils, as well as a warehouse for farming mechanization and chemical and input storage.
This facility will act as the cornerstone of the government's rural economy transformation model for Ditsobotla and Ratlou Local Municipalities.
Our support for these communities will also be confined within CASP conditional grants to support women, youth and people with disabilities through infrastructure, production inputs, training, capacity building and Kaonafatso ya Dikgomo.
These intervention measures will surely support emerging producers to unlock new employment opportunities for locals.
This is part of our ongoing efforts to reincarnate economic activities in the province as espoused in the Provincial Growth and Development Strategy.
